Was there revenue increase at the Ministry of Marine and Blue Economy?

By Afolabi Oluwaseun (Cauker Johnson)*

I've come across some newspaper headline in many social media platforms on revenue performance at the Ministry of Marine and Blue Economy, which is headed by a former Governor of Osun state, Alhaji Gboyega Oyetola. In fairness to the media platforms, they got the idea of the headline from Oyetola's presentation at the Ministerial briefing to mark President Bola Tinubu's one year in office where he said "A comparison of quarter 1 2023 against quarter 1 2024 revenue performance across the agencies reveals a 92% increase."

Is Oyetola right? Well, let's look at the numbers. Going by Oyetola's disclosure, the revenue across agencies under his Ministry in the first quarter of 2023 is N126,000,000,000.00. Comparing that and the N242bn quoted earning of quarter 1 2024 by Oyetola, on the surface, seems to be good and something to celebrate as we have seen across social media by his supporters so far.

But there is something that may put off the claim of Oyetola. The top revenue generating agency under the Ministry that Oyetola is supervising is the Nigeria Port Authority (NPA). I'm sure you have heard about the agency but what you may seem not to know is that the agency generate its revenue in dollars. Unbelievable!

Well, let me refer you to a disclosure by the Acting General Manager of Corporate and Strategic Communication of the NPA, Mrs. Sarah Ballah, sometime in February this year. Mrs. Ballah, who is the Spokesperson for NPA, disclosed to the PUNCH newspaper during a chat that "First and foremost, NPA transactions are international because maritime businesses are international. And since we are dealing with an international community, some transactions have to be done based on the internationally acceptable medium of exchange. The dollar is a common medium of exchange international."

With this in mind, the best way one can have the assessment of whether Oyetola Ministry did better in the first quarter of 2024 compared to the first quarter of 2023 is to look at the earnings in dollar and not naira. So, the N124,920,000,000.00 revenue for the first quarter of 2023 will amount to $262,500,000.00 at N480 to a dollar. And the N242,000,000,000.00 revenue for the first quarter of 2024 will amount to $172,857,142.86 at N1400 to a dollar.

If the above numbers should tell us anything, it will be that the revenue for the first quarter of 2024 shrinked significantly contrary to the impression that Oyetola tried to sell, if it is measured in dollar, which is the currency mainly used by the biggest source of revenue for the Ministry of Marine and Blue Economy.

The Oduduwa race, renowned as pioneers of drumming and music, shares an extraordinary connection with AyanAgalu. As deities call upon AyanAgalu to grace their ceremonies, the rhythmic beats and soul-stirring melodies bring joy and illumination to these auspicious occasions, in harmony with the ancient prophecies divined by Ifa.

Governor Adeleke to Osun People: Thank You for A-Rating our Government & Entrenching the PDP in Osun

NEWS RELEASE

OSOGBO’- 19/05/2024- Osunstate.gov.ng

Governor Ademola Adeleke has expressed appreciation to Osun people for their resolute support of his administration in its quest to deliver on his five point agenda on the platform of the Peoples Democratic Party(PDP)

Addressing a technical meeting of his Policy Coordination Unit on Saturday, the Governor reviewed the implementation of his five point agenda and expressed satisfaction at the delivery so far across the various sectors.

“I am largely satisfied with our programme implementation so far. We have surpassed expectations and targets within one and half years in office. We just need to redouble our efforts as we face mid-term in the next six months.

“The feedback from the public has been quite encouraging. Our people have gladly given us an A-rating in workers’ welfare, infrastructure, health, education and many more. We must express our appreciation to our people

“They are happy we are delivering on good governance. A friend said our approval rating is over 80 percent. I told him I must work harder in some areas, especially that 20 percent gap. The good thing is we are just one and half years in office.

“ Our party has also become very entrenched across the local governments. Leaders who were not with me during the guber primaries are now solidly with us. We are gaining more ground as people get pleasant surprises with our performance.

“ Feedback shows our people are happy with our dual effort at physical and stomach infrastructure. We will continue to build the road and the people. We will not neglect human development for physical development.

“We must therefore ensure proper coordination in policy design and implementation. Our policy innovation in power, digital economy, agriculture, general economic planning, investment drive, sustainable development, youth development and gender focus must be properly harnessed under the five point agenda”, Governor Adeleke was quoted as telling the review meeting. Igbajo: Governor Adeleke Read Riot Act, Vows to Deal with Troublemakers

NEWS RELEASE

OSOGBO-15/05/2024- Osunstate.gov.ng

Governor Ademola Adeleke has warned against attempts to destabilize the peace and security of Igbajo by some group of people led by Prince Gboyega Famodun through conflicting Oroke festival days, directing security agencies to deal decisively with any trouble maker.

Reports at the disposal of the government indicated an attempt by a faction belonging to Mr Famodun to create conflict at Igbajo by fixing a different festival date from the one officially announced by the legal and officially crowned king of Igbajo, Oba Ademola Makinde. This effort is designed to create violence and crisis in the peaceful town of Igbajo.

As a government, we reiterate that the Monarch of Igbajo today is Oba Ademola Makinde and the May 23rd already fixed for the Oroke Day Festival remains the sacrosanct date for the popular cultural and traditionally significant event.

We note further that the Head of Igbajo traditional institution remains the present Owa of Igbajo, Oba Ademola Makinde and he is therefore empowered and entitled to fix the day for the Oroke festival. Actions of the Famodun faction is therefore against tradition and law and is therefore a nullity.

In a bid to forestall breakdown of law and order and in line with my responsibility as the Chief Security Officer of Osun state, I direct security agencies to enforce the holding of the Oroke festival on the official date of May 23rd and to ensure no gathering is held on May 19th set by any other faction.

The above directive and actions are taken to maintain peace and protect the ancient town from those hell bent on manipulating the traditional institution to destabilize the state”, the Governor was quoted as saying.

Removal of Solar Lights: Ifedayo PDP Elder's Caucus Replies Osun APC

Arising from their monthly meeting, the Ifedayo Elders' caucus of the ruling Peoples Democratic Party (PDP) has lambasted the opposition APC in the State for resulting into blackmails and spins propaganda against the Caretaker Chairman and some of his members in the local government.

Recall that there was a press release signed by the Osun APC Chairman, Mr Taju Lawal, where it was stated that the Ifedayo LG Caretaker Chairman, Hon. Kayode Atolagbe and some of his members removed and sold solar lights installed by the defeated Senator Ajibola Basiru.

The elders' caucus frowned at the blackmail by the Osun APC, as they called on the citizens of the local government to ignore the lies.

The highest organ of the party in the local government said though they are not surprised by the tactics employed by the opposition APC, just to tarnish the good image of the present Caretaker members in the local government, after they've tried so many options just to discredit the administration without success

"It's laughable reading a poorly worded press release from the depleted APC in Osun, claiming that the Ifedayo Local Government Caretaker Chairman removed and sold solar lights installed by Ajibola Basiru. One will want to ask, how many solar lights were installed by Basiru when he was at the Senate? If he had done as much as 32 solar light in a community like Ora Igbomina, he wouldn't have been rated as the worst Senator ever produced from Osun central, hence his woeful performance at the poll.

"Those that were removed for repairs were the ones installed during the administration of our dear leader, Prince Olagunsoye Oyinlola. We have the briefing before they were removed. However, we are not unaware of the clandestine activities of some individuals within the ruling party, who are being pushed by inordinate ambitions and desperations working with the APC just to discredit the PDP government at the local government. At the appropriate time, they shall be adequately sanctioned.

The body, unequivocally warned the collaborators who are claiming to be members of the PDP but stylishly working for the APC to desist as they are being monitored.

The elders' caucus said "It's sad that despite what the people of Osun faced under the ruinous APC, we can still have some individuals within the ruling party working as their agents just to destabilise the party and the government, this will not be allowed.

The elders' caucus also used the meeting to pass vote of confidence on the Caretaker Chairman, Hon. Kayode Atolagbe and all his members, as they admonished them not to be distracted.

"We want to say it unequivocally that, as the conscience of the party in Ifedayo local government, all our Caretaker members both at the mother council and area office are doing fantastically well. They are good ambassadors of our great party."

The group also congratulated the governor for the deserved honor bestowed on him as the Asiwaju of Edeland and extolled his virtue as an uncommon Leader with compassion and passion to serve. They highlighted Governor Ademola Adeleke's people oriented programmes and charged him to keep the flag flying.

"It's undeniable fact that the administration of Governor Ademola Adeleke, the Asiwaju of Edeland, is delivering on what he promised the people of Osun. Is it the infrastructural development, worker's welfare, our health sector, resuscitation of our agricultural sector etc? These have made the APC to be dumbfounded in Osun. This is just the beginning, many goodies are on the way for our people.

"We just want to appeal to our people to keep supporting the PDP administration in Osun state. We cannot afford men of yesterday who have basterdised the state to come back again. Never, we must not allow them."

Governor Adeleke Did not Borrow a Kobo- Spokesperson

NEWS RELEASE

OSOGBO-06/05/2024-Osunstate.gov.ng

Our attention has been drawn to a report by the Nation Newspaper alleging that Governor Ademola Adeleke has taken a loan of over Ten Billion Naira. We strongly affirm that the story is not true.

Governor Adeleke has not at any point since assuming office taken any loan either through a resolution of the State Executive Council or that of the State House of Assembly.

The ongoing multi-billion naira infrastructure projects across Osun state have no loan components. They are all being financed through state resources. The dualisation of roads, the overhead bridges, the school and health centres upgrades, and several roads projects are being funded through special project account created by the State Government.

What the newspaper report referred to as loans taken by Governor Adeleke were World Bank Development financing which were inherited from the previous administrations and which are national projects operated through the Nigeria Governors’ Forum, the National Economic Council among others.

Such programmes of World Bank and multilateral institutions development includes Ilesa Water project; establishment of Osun Investment Promotion Local Business Offices across nine Federal Constituencies; O-Cares For Agricultural Support Services; World Bank On Saber For Development Of PPP; World Bank On Saber For Establishment Of Osun Investment Promotion One-Stop-Shop.

Others include World Bank On O-Cares Projects For Coordination Of State Cares (O-Cares) Activities; World Bank On Rural Access And AgriculturalMarketing Project (Raamp 3) for Rural Development Projects; World Bank For Community And Social Development Project On O-Cares; World Bank For Labour Intensive Public Workfare On O-Cares and World Bank For Social Support Programme (Cash Transfer To Indigent Elderly On Osun Covid-19 Action Recovery And Economic Stimulus) – (O-Cares).

As can be seen from the above, all the projects are related to the World Bank country programme for Nigeria which targets subnational entities using the mechanism of the Nigerian Governors Forum and the National Economic Council. Previous Governors in Osun State joined in the implementation of the projects which Governor Adeleke inherited.

In line with his principle of continuity of policies favorable to the public, the Governor sustained the projects as Osun cannot opt out of a national scheme in which all states of the Federation are involved.

No responsible government will abandon a series of World Bank projects which are already household names across the Federation and which have benefited so many residents.

We reaffirm again that Governor Adeleke has not borrowed a kobo since assuming office. Inherited liabilities and contracts cannot be tagged on the Governor of the Year on Infrastructure.

May Day: Governor Adeleke Flaunts Achievements, Says “We are All Comrades”

NEWS RELEASE

●We are Oliver Twists- NLC Chairman

OSOGBO- 01/05/2024- Osunstate.gov.ng

Governor Ademola Adeleke has reaffirmed his administration's commitment to workers’ welfare, affirming that his records on labour matters confirmed his genuine love for Osun workers.

Addressing the May Day rally in Osogbo today, the State Governor said his government has paid over Two Billion Naira in palliative wage award to public servants and pensioners, telling the workers “you have in me and my team fellow comrades who are determined to give workers the best of work environment and attractive incentives.

“We are a government that walks the talk in terms of labour friendly policies and programmes. Our leadership is by all accounts, for the labour, by the labour and of the labour movement.

“We all know it has never happened for a political party to place workers welfare as the first item on its manifesto for the state. Our party and government made a conscious decision to place workers at the core of our governance agenda”, the Governor said.

According to the State Governor, the decision to have workers welfare as number one agenda was borne out of “the top notch value we place on the workforce as the engine room of government.

“As a fellow Comrade, I need no convincing to accept and implement a series of policies and programmes favorable to the labour movement”, Governor Adeleke said, thanking the labour movement for appreciating our records of achievements.

“I commend you for the award you gave me, especially the grade A marks you awarded me on several aspects of workers’ welfare and promotion.

“I look back to what we met on the ground in November 2022 and I am proud to declare that I have kept faith with our promises, plans and agenda for our workers”, the Governor.

He listed his achievement in the labour sector to include the following:

“We have cash backed promotion of staff we met on the ground in 2022; We have implemented gradual defrayment of unpaid deductions from workers' salaries by the previous administrations

“We introduced gradual systematic payment of half salaries owed workers and retirees by past administrations. By now, we are in the process of paying the 6th month for active and retired workers while we have gone far in paying workers not yet bonded.

“Our government has also paid over Two Billion Naira for palliative wage awards from December 2023 till date. The payments include Fifteen Thousand Naira for public servants and Ten Thousand Naira for pensioners.

“We have implemented and cash backed the 2023 promotion for all categories of civil servants at all levels. At the State level alone excluding tertiary institutions, local governments and primary schools, over 2000 civil servants have been promoted with cash backing

“We appointed several Permanent Secretaries thereby eradicating the wicked, obnoxious policy of the past administrations of the use of Coordinating Directors to serve as Accounting Officers of MDAs. The process is a continuous one as I had earlier promised as the Head of Service will be directed to do the needful at the appropriate time

“We have enrolled numerous retirees on the OHIS scheme to ensure they have access to quality health care

“We have continued to pay full salaries to workers and retirees at all levels without fail despite the tight financial situation. As I speak, we have paid April salaries and allowances

“We have continued to release bond certificates to retirees under the pension scheme which to date has run into billions of naira at both state and local government levels.

“This month, I have the plan to release another round of bonds to retirees in billion to cushion the biting effect of the present economy

“We are in the process of engaging new teachers at both primary and secondary levels. The process which is being coordinated by the HOS and the Agencies under the education sector is ongoing”, he noted.

On the current fuel scarcity, Governor Adeleke said the state Taskforce on petroleum products has deployed monitoring teams to ensure that fuel hoarding is stopped as supply increases.

On current food inflation, the Governor said his government is working to create special food marts across the state, adding that “such centers will sell food items at controlled prices to address the current high level of food inflation

He however warned public servants against violation of the official secret act, adding “we must stop divulging official documents and promising to sanction any official caught in this condemnable act”

The Chairman of the Osun State Council, Nigerian Labour Congress, Comrade Abimbola Arapasopo in his address commended the State Governor for his landmark achievements in support of workers, confirming that “Osun Workers have never have it so good”

Good Governance: How Adeleke Differs From His Predecessor

Good Governance: How Adeleke Differs From His Predecessor

By Mallam Olawale Rasheed

Public governance has a prime beneficiary as the citizens of a nation, state or local government. The public in each of those entities set the expectations which determine who and how they cast their votes. Office seekers equally aggregate those societal needs and deploy such under their manifestos to canvass for votes in the cut throat struggle for power.

The citizens' demands are many and varied but there are basic trends and unanimity of focus. At the core of public demands from elected leaders is good governance. Scholars of politics and public governance itemized characteristics of good governance namely participation for broad inclusion; Rule of law of fair and impartial enforced legal framework; transparency built on the free flow of information, processes, institutions; responsiveness where institutions and processes try to serve all stakeholders; consensus orientation on societal direction; equity where all citizens have access to opportunities; efficiency; accountability and strategic vision where leaders have a broad and long-term perspective on good governance and human development.

If the above is mere academic analysis, good governance to the common man on the streets means delivery of social services, good roads, schools, Heath and others. In most cases, ordinary citizens expect basic support for survival and an enabling environment to live comfortable lives. Mostly, the citizens use the simplest of parameters to judge their leaders such as the simplest of provision like a borehole.

The citizens tend to detest leaders who use the intricacies of bureaucracy and money making structures to deny or slow down basic social services delivery. A government that thrives on fanciful ideas with little or no impact on the aspirations of the people faces heavy beating during elections. Of course, an irresponsible and inaccessible leader gets easily caught off from the grassroots who expect immediate attendance and action on public services issues.

As a student of public administration, the point one I am making is that the expectations of the opposition party and that of the citizenry from a Government of the day can be quite different. The citizens have a yardstick for which it based the ratings of a government. As long as a government satisfies the expectations and the set templates, the ordinary citizen and even the dog handlers exude great confidence in the status quo.

For the opposition party, the approach depends on how smart its operatives are. It also depends on how well the incumbent is performing. If a government is meeting the expectation of the people, the opposition has little room to maneuver. A government can therefore be hated by the opposition but fully loved by the people. The Osun scenario fully exemplifies a model where the people and the government are on the same page while the opposition is in the political wilderness.

The secret behind such a scenario as we have in Osun State now is that the incumbent adopted a people-centric approach which removed the old barrier between government and the people. Countless associations and groups not only gain easy access to the Governor but get their needs attended to. The other day a traditional ruler was pleasantly surprised that he met the Governor less than 48 hours after requesting a visit. Unhindered access between the leader and the people satisfies the psychological needs of the voting public.

The second secret relates to attending to small citizen demands as well as the bigger needs of the people. A local area bridge is as important as the inter-city bridge. A village health centre is of significance as the General Hospital. A government that gives borehole to a ward and approves rehabilitation of major water works demonstrates sensitivity to the needs of the micro and macro segment of the society. The Adeleke administration solves minor and major public service problems without let or hindrance.

The capacity of a leader to identify and fulfill the needs of the people deepens public acceptability. When a leader adopts public desire as the core of his agenda, he becomes one in unity with the public. His conduct immediately secures endorsement and his popularity rating soars on a daily basis. For a Governor to adopt workers’ welfare as the first item on his agenda and pursue implementation so rigorously, he earns public trust, confidence and endorsement.

Another instance is a leader who demonstrates foresight in service of the people. The strength to develop a spending plan to avoid waste was applauded among the citizens. When Governor Adeleke announced the multi-billion naira infrastructure plan last December, the state had less than ten billion naira in the treasury. As the revenue inflow increases, the path of spending was already outlined within the overall framework of due process and rule of law. This again fortifies the love of the public for the Adeleke government as it further confounds the opposition.

The overall perspective is that the Adeleke administration differs from its predecessor on various counts, the biggest of which is the extraordinary closeness of the present administration to the people in meeting their needs and in relating with them without barrier and impediment. The expectation of the public and the delivery of the government tallied, hence the huge approval rating of the incumbent.

Of course, there is room for improvement despite an approval rating of over eighty percent. Yet, the point need to be made that Governor Ademola Adeleke has broadened the base of his support due to his charm, accessibility, free spirit, attention to citizens’ needs, his laudable achievements within two years in office, his empathy, and his redefinition of good governance to mean meeting the people at the point of their needs.
