Governor Ademola Adeleke while chairing the Treasury Board meeting for the 2025 budget, has issued a strong admonition to Ministries and Agencies to sustain budget performance on all fronts.
Members of the Treasury Board include the Deputy Governor, Prince Kola Adewusi; Secretary to the State Government, Hon Teslim Igbalaye; the Chief of Staff to the Governor, Hon Kazeem Akinleye; Head of Service, Elder Ayanleye Aina; Attoney General/HCJustice and HC Finance; the Accountant General; Chairman of State Internal Revenue Service among others.
The Governor scrutinised proposals of various Agencies submitted through the Ministry of Budget and Economic Planning.
The State Governor noted that presentations by the agencies are encouraging but called for a more innovative approach to Revenue and Expenditure process and practice in line with the fiscal procedures and extent laws.
According to the State Governor, the real value of federation allocations to the state has dwindled despite the slight increase in the nominal value but to have a sustainable budget performance for the good of the citizens, political heads and accounting officers should think out of the box by emphasizing high priority projects and programmes.
“I task heads of ministries and agencies to focus on high priority projects. The resources are limited, and our needs are much. So we have to balance both ends by avoiding frivolous programmes and emphasizing areas promoting the five point agenda of this administration.
“You are to conduct full due diligence on your various sectors and programmes. Revenue generation must be driven with vigour but with a human face. Value for money is also key in state expenditure”, the State Governor charged the various ministries and agencies led by the Commissioners and Special Advisers.
Earlier in his presentation, the Commissioner for Budget and Economic Planning, Prof. Moruf Ademola Adeleke assured that the report of the Treasury Board will be submitted to the State Executive Council for approval as a draft budget for presentation to the State Assembly.
He informed the Governor and other state officials that the budgetary process is on schedule to meet the timeline for final processing and approval by both the State Executive Council and the House of Assembly.
Sectors already covered by the Treasury Board meetings include Education, Solid minerals and infrastructure sectors. The board sitting continues today with the Permanent Secretary, Ministry of Budget and Economic Planning, Mrs Yetunde Esan, coordinating the process

Segilola: Adeleke has shown to be different

On Monday, something remarkable that will change the trajectory of Osun finances forever happened. The Spokesperson to the Osun State Governor, Mallam Olawale Rasheed announced that Thor Exploration Limited, the parent company of Segilola Gold Project, has conceded to the plank of the Osun State Government dispute with it and that Governor Ademola Adeleke will soon be "hosting the federal meditation team for the formal presentation of the share certificate to the state government.."
It is a cheering news because this is a victory not just for today but also the future. However, this victory did not come easy, and in fact, was possible basically because of the character of Governor Adeleke, who chooses not his personal benefit, but the collective interest of the entirety of Osun people. This was the highlight of the Governor's message that was conveyed by Mallam Rasheed.
"Our dedication not to do under the table deal with Thors Explorations has paid off. From the beginning, I said I don't want gold bars for myself or my family, I want Osun shares as asset of the state and that the taxes be paid into her treasury," Governor Adeleke noted. What Governor Adeleke clearly indicated, is unusual, and indeed, will leave many, especially those who are conversant with Nigerian politicians attitude to collective interest of the people, speechless.
But the thing with Governor Adeleke is that, he is different, and this truth about him continues to manifest in all his conducts since assuming office nearly two years ago. While some other interest holders settled for "cash and smelter during the acquisition by Thors", Governor Adeleke chose the side of the people, fighting fiercely to ensure that Osun is not cheated of what actually belongs to it.
That was a resolve from Governor Adeleke and a moment, I tried to picture what the scenario would have been if someone other than him is seating in the state's top seat at a time like this. Just imagine a Governor who prioritizes personal benefit was presented with an opportunity to look the other way and maneuver the system to fill his own pocket at the detriment of the people.
Your guess is as good as mine. Segilola Gold Project is a multi-billion investment and a 5% stake is a whole lot, and the benefit will extend beyond the administration of Governor Adeleke. This is why I could not understand what the main opposition, the All Progressives Congress (APC) in the state, was thinking when it chose the side of a firm that tries to deny Osun what belongs to it.
This can never be politics because what Governor was fighting for was not for himself but the Osun people. Infact, the question that must agitate minds would be that what could the outcome had been if Governor Adeleke was not the Governor. And, if the past should be the guide, the outcome is better not imagined because it will be unpleasant.
By all measures, Governor Adeleke has done well and history will be kind to him. This is not just because he retrieved Osun shares in Segilola Gold Project, but also demonstrating the immense benefits that comes with having the right leadership. Governor Adeleke did not just press for Osun to get its due financial entitlements from the firm, he was critical about pollution caused by mining activities, which undermines the environment.
"We will submit our environmental inspection report. We will show the world that even a billion dollar cannot achieve the remediation and rehabilitation of our damaged environment. It is actually worrisome that an internationally quoted mining company will neglect and attempt to evade the care for environment it violated," Governor Adeleke noted.
For quite sometime now, there has been concerns on the environmental impact that the operation of Segilola Gold Project has on the people. In a 2022 report, Aljazeera provided an idea on how deep the problem is, quoting Anthony Adejuwon, head of Osogbo-based civic advocacy group Urban Alert as noting that "In Osun, the contamination is through water which flows through communities with over two million people." The paper added that separate physiochemical test conducted by it and Urban Alert on water samples on the area revealed the presence of high levels of heavy materials. By making the protection of the environment a core of his objective, Governor Adeleke is making sure that natural resources doesn't turn to harm the people. Governor Ademola Adeleke did not receive any Eight Billion Naira as LAUTEC refund from the Oyo State government. Rather, the former Governor Oyetola government actually received Three Billion, Five Hundred Million and spent almost Two Billion Naira from the fund before leaving office.
Contrary to the fake news, the Oyetola administration actually got a payment of Three Billion, Five Hundred Million from the Oyo state government as part of the LAUTECH settlement payment before leaving office.
To put it more directly, the sum of Three Billion, Five Hundred Million Naira (N3,500,000,000) came in during the period of the last dispensation. The credit balance stood at One Billion, Five Hundred and Sixty Two Million, Four Hundred and Forty Thousand, and Four Hundred and Thirty Six Naira (N1,562,440,436.80) as at November 30th, 2022. It therefore means that the sum of N1,937,559,563.20 was expended during the last administration.
From November 2022 till date, the Adeleke administration received only Five Hundred Million Naira on the LAUTECH refund since assumption of office.
When added to the N3.5 Billion paid by Oyo government during the Oyetola administration, a total of Four Billion Naira has so far been received from Oyo state government by the Osun state government.
The state spent part of the fund on ongoing infrastructure upgrade projects across the sectors of the state economy.
As a transparent administration, all inherited and newly generated funds are properly managed by the state financial managers while state expenditures are drawn from the state accounts as stipulated in the Appropriation Act.
Report of an alleged Eight Billion Naira (N8B) payment on the LAUTECH settlement is therefore fake news from an opposition that has lost all its credibility and electability.
Governor Ademola Adeleke remains committed to transparency, accountability and anti-corruption practices in the management of state resources. We call on the public to ignore the baseless report from those merchants of falsehood.

Osun/Thor's Dispute: Governor Adeleke to get Osun Shares and Segilola to pay Taxes

Governor Ademola Adeleke has commended progress so far recorded in the state's dispute with Thor's Explorations Limited, affirming that mediation so far have confirmed the reality of most demands by the state government.
Responding after receiving preliminary report from the state team led by the Special Adviser to the Governor on Mining and Mineral Matters, Prof. Lukuman Adekilekun Jimoda, the State Governor said it is great news that Thors Limited has eventually produced a written certificate of Osun state shares in the Segilola Gold Project. The intermediation has also made Segilola, the operator of Thor Explorations to accept the responsibility of opening all its accounting records for examination on the 3.25Billion Naira tax assessment by Osun state, in line with Personal Income Tax Act section 58 (2).
“We finally have an open and direct confirmation of Osun shareholding at five percent of what Tropical Mines Limited got. I look forward to hosting the federal mediation team for the formal presentation of the share certificate to the state government, although, our demand is five (5) percent of the value of the gold asset, when it was acquired by Thor Explorations from its interest holders. We also have additional economic interest, coming from Thor’s partnership offering, when it took 88 cadastral units, out of Osun’s exploration license”.
“Our decision not to do under the table deal with Thors Explorations has paid off. From the beginning, I said I don't want gold bars for myself or my family. I want Osun shares as asset of the state and that the taxes be paid into her treasury”.
“We know other interest holders got cash and smelter fees during the acquisition by Thor, we are also insistent on immediate payment to the state treasury of the full amount due to the state from her interest in the gold project. The financial implications of our holding must be redeemed without further delay”, the Governor was quoted as saying.
On the update on payment of tax indebtedness to the state by Thors Exploration Limited which required further documentation from the state, the Governor directed his team to submit all required data and records, insisting that “Osun has legitimate PAYE tax demands which Thors firm must fulfil.
“I commend the federal mediation team for acting to enforce compliance with local tax and environmental laws. We are opposed to companies operating with impunity by neglecting observance of state laws. We are only asking Thors to comply with state laws as much as the federal laws. There are other asset classes in Nigeria that are registered with corporate affairs Commission. MTN and Airtel are telecom asset classes and they are registered in Nigeria, let Segilola Gold Project be registered in Nigeria.
“We will submit our environmental inspection report. We will show the world that even a billion dollar cannot achieve the remediation and rehabilitation of our damaged environment. It is actually worrisome that an internationally quoted mining company will neglect and attempt to evade the care for the environment it violated”, the Governor lamented.
Earlier, Prof. Jimoda had submitted a report of the mediation meeting between Thors's management and the state government under the supervision of the intervention team set up by the Federal Minister of Mines Development, Mr Dele Alake.
He told the Governor that the meeting achieved significant milestones for Osun state especially on the issue of shareholding , payment of monetary implications, continuous discussion on the exact tax indebtedness as well as consensus on the need for environmental remediation.
The adviser however said the meeting did not address the many court cases over the disputes. A follow up meeting by disputing parties is to be held in Osun state in due course.

Invasion of My Residence by the Nigerian Police and Disruption of Peace

I wish to bring to public attention a deeply concerning and unacceptable incident that took place at my residence in Aerodrome GRA Samonda, Ibadan, yesterday, 26th October, 2024. While I am currently in London on holiday, my neighbors alerted me that my home had been surrounded by heavily armed policemen numbering about twenty and arriving in multiple buses and Hilux vehicles. This invasion, which has raised alarm in the entire neighborhood, has left my family, staff, and myself shocked and deeply disturbed.
Upon receiving the distressing news, I made repeated attempts to reach my personal assistant (PA) and cousin, who were present at the property. Despite my calls, they were not permitted to respond until much later, when my PA finally managed to contact me. He handed the phone to one Mr. Babatunde Chris-Olaiya, who identified himself as a Chief Superintendent of Police from the Anti-Kidnapping Unit in Osogbo. Mr. Chris-Olaiya declined to explain the reason behind this aggressive raid on my private property, merely instructing me to report to the Commissioner of Police in Osun State.
During the forced search of my home, the police reportedly brought along a lady and another visibly injured man, both subjected to questioning. The lady, who operates my laundry services business, recounted a disturbing series of events. She was lured under false pretenses by a call from someone claiming to be the new manager of a local establishment who said he needed her services. Acting on this call, she sent our dispatch rider to pick up the items. Upon arrival, however, the rider was arrested, beaten, and coerced into bringing the policemen to the lady’s home.
The police then stormed her residence, arrested her, and took her to their station at Eleyele. There, she was told they were investigating a kidnapping case involving someone she had communicated with recently. She was forced to provide her phone password, and her conversations with me were examined. Both she and the rider were made to write statements, after which she was compelled to lead the police to my home.
The intrusion into my home, the physical and psychological harm inflicted on individuals associated with me, and the police’s unprofessional conduct in a residential area suggest an unsettling level of harassment. More disturbingly, my entire neighborhood was made to believe I was under investigation for kidnapping. It is both unthinkable and unacceptable that the Nigerian Police Force would engage in such conduct under the guise of an investigation.
As a journalist of over for thirty seven years and a renowned politician, I understand harassment when I see one. All my life I have been committed to speaking the truth and fostering a peaceful and lawful environment, and I am an advocate for transparent governance. However, this incident appears to fall well outside any legitimate law enforcement function, hinting at intimidation tactics aimed at stifling my activities or silencing my voice in public matters.
I hereby demand a full investigation into this incident by relevant authorities to clarify the motives of those involved and to hold accountable any parties who may have abused their positions of power. I stand firm in my commitment to democracy, justice, and the well-being of those around me, and I call on law enforcement agencies to exercise their duties within the bounds of professionalism and respect for citizens’ rights.
Finally, I urge my supporters and the public to remain calm, vigilant, and steadfast in their commitment to a peaceful society governed by the rule of law. I remain resolute in the face of these developments and will continue to act in the best interests of our community and nation.

Governor Ademola Adeleke of Osun state has convened a meeting of the State Security Council for next week to assess and take action on recent security developments in the state including an open clash between some policemen and civil defence officials.
The Council meeting is to receive briefings from the various security agencies as well as top state officials led by the Deputy Governor, Prince Kola Adewusi who had intervened in the matter before its current escalation.
Governor Adeleke expressed surprise at the open brawl between the two security agencies, urging the services to strictly adhere to their codes of operations in the law enforcement process.

Osun Governance and Flyovers: Omigbodun Goofed Again __ Information Commissioner

The Commissioner for Information and Public Enlightenment, Oluomo Kolapo Alimi has faulted recent statement credited to a former governoship candidate, Mr Goke Omigbodun , describing his assertion on governance priorities and flyover bridges as lacking in facts and a mere parrotting of opposition talks.
In a statement issued on Friday, the Commissioner who affirmed the rights of citizens to criticisise their government, cautioned against deliberate spreading of fake news, assumptions on false data and insinuation arising from half truths.
“While it is not part of my mandate as the Honourable commissioner for Information and Public Enlightenment, Osun state to join issue with a citizen or group of citizens over their political beliefs or comments no matter how belligerent.
“I however, for the first time want to draw the attention of the innocent public, especially the people that are not readily familiar with Osogbo, to a misleading publication by an otherwise respected commentator in Osun state, in person of Architect Goke Omigbodun. Let me reiterate that, I have great respect for our referred Architect Omigbodun but that will not deter me from averring his mind to any of the areas where I believe his position is at variance with the reality on ground as it is in the instant case. This is necessary to avoid a pattern of persistence in error.
“It is quite astonishing that, in an effort to discredit the building of flyovers by the administration of Governor Ademola Adeleke, the former governorship candidate published a statement which were full of factual errors amidst underlying subtle jibes which are also based on false assumptions and disguised hatred for the current administration.
“Before I address his illogical declaration on flyovers at Osogbo, I will first address his wrong suggestions on what the state government should have done as governance sectoral priorities.
“First, he was wrong to have asserted that federal allocation inflow into Osun is five time fold compared to the time of previous government. This is a false statement not supported by frequently available data on allocations from the federation account that are available to the public. Aside parrotting opposition lies, the architect turned politician goofed.
“While there is an increase in allocation, it is not up to two fold talkless of five fold. Additionally, the value of current allocations has largely depreciated due to current inflationary and national rate crisis. We had thought the writer would read publicly available allocation table to educate himself before putting that write up in place.
“Secondly, with false note on huge allocations, he pontificated that the government should have paid up all accumulated salary and pension debts. As the premise was not factual, the expectation of the state paying all debt would imply shutting down other sectoral demands. Only a bad administrator will adopt that approach. The phased payment was endorsed by labour and the debts are being liquadated in progression.
His sugggestion on agro investment was shocking not to say the least as he failed to acknowledge advances made by the Administration in the mechanization of the agric sector. The commentator pretended as if he was not aware of recent tractor acquisition, first in the last 13 years, ongoing agroprenueur programme, the cocoa and cashew initiative among others.
In his fixation on flyovers, he overlooked massive road construction ongoing across the 30 local governments with some local governments having as much as six kilometers, totalling almost 140 kilometer of roads already constructed. He pretended not to be aware of ongoing mass rehabilitation and upgrade of primary health centres with almost 100 completed out of almost 400.
“Quite strange that he has nothing to say about ongoing courageous mining reform including the breakthrough by the state daring Segilola Gold operators. The Administration targeted spending on education, sports, tourism, science and tech, energy, transportation, commerce and industry are conscious decisions to transorm the state economy.
“It is particularly shocking that Mr Omigbodun repeated his earlier false statement that the state is doing nothing on energy generation and distribution. For his information, the state has finalized the legal and policy frameworks to create a state electricity market system, a regulatory agency to license generators and distributors of electricity. My dear Architect, a legal framework is required before investors can venture into offgrid and mini grids power generation and distribution. And we have acted so well on those requirements.
Above are just to correct misrepresentation and misinformation spewed out by the former candidate. If he had been abreast of news publications and broadcast on sectoral developments in Osun, he would probably not have submitted those out of date and largely uninformed suggestions. Or is the Architect removing the garb of a public commentator to that of an opposition activist.
The more ludicrous side of the piece was his postulation that, a flyover is more needed at Olaiya junction than at Oke-fia. He contested that there are more traffic jams at Olaiya junction than at Oke-fia. This postulation coming from the Architect is strange and far from the truth. Let me remind himt that, the traffic jams at Olaiya junction has been resolved by the Administration of Ogbeni Rauf Aregbesola by building four adjoining roads at Olaiya junction, leaving few vehicles to actually reach Olaiya junction, which are being controlled by the traffic lights.
For the avoidance of doubt, the four roads are:
1. The adjoining road from Alekuwodo to Fakunle area that takes vehicles coming from Oke-fia/Alekuwodo axis directly to Fakunle area without getting to Olaiya junction;
2. The adjoining road from Asubiaro/Jaleyemi area to MDS area that takes vehicles coming from Jaleyemi to MDS directly to MDS without getting to Olaiya junction;
3. Adjoining road from MDS to Alekuwodo axis, that takes all vehicles coming from MDS to Alekuwodo axis without getting to Olaiya junction;
4. Adjoining road from Fakunle area to Jaleyemi area that takes vehicles coming from Ogoluwa/Fakunle area to Jaleyemi area without getting to Olaiya junction
I made bold to state that all the four adjoining roads have taken away the majority of the vehicles away from Olaiya junction, making any assertion of traffic jam at Olaiya junction a ruse.
On the other hand, the reverse is the case about Oke-fia junction. There's no adjoining roads that can take away any vehicles from Oke-fia junction, so all roads lead to Oke-fia junction, with the attendant traffic jams especially early in the morning and the evening time.
For emphasis, let me take all the roads that lead to Oke-fia junction one after the other:
1. Lameco road: All vehicles coming from Lameco to Oke-fia usually encounter traffic jam starting from the front of the State High Court and it takes time before they maneuver their way to Oke-fia junction;
2. Dada Estate road: Vehicles coming from Dada Estate area usually start meeting traffic jam around Customary Court area;
3. Dr Olu Alabi road: Vehicles coming from Olu Alabi/GRA road usually encounter traffic jams, starting from around the police pay office;

5. Alekuwodo road: Vehicles coming from Alekuwodo going to Oke-fia usually encounter traffic jam from around the First bank.
I repeat with emphasis and state that, vehicles from all the five major roads that meet at Oke-fia junction usually spend quality time from where they start experiencing traffic jam before they eventually get to Oke-fia junction.
From the clear analysis above, it is crystal clear that, while there's heavy traffic jam at Oke-fia junction, the traffic jam at Olaiya junction has been permanently resolved before the last administration built the fly over there.
So, with greatest respect to my referred Architect Omigbodun, his assertion that, the necessity for the flyover at Olaiya junction is greater than that of Oke-fia is borne out by sentiment and is at variance with the facts on ground.
Let no man misconstrue my position, a flyover at Olaiya junction is also desirable because of the future challenges, but it has to be a flyover that is properly designed to meet such future challenges.
Mr Omigbodun and other critics need to know that this administration has solid team of policy experts who are crafting and delivering branch and root reform of state governance under Mr Governor. The big and small viewpoints are combined under a localisation framework for the realisation of the five point agenda.
In conclusion, let me state that, while I still hold Architect Goke Omigbodun in high esteem. But on this issue, Architect Goke Omigbodun got it wrong again.

Our attention has been drawn to recent statements made by a few disgruntled elements within the National Union of Road Transport Workers (NURTW), Osun chapter, claiming that the union is preparing to vote against Governor Ademola Adeleke in 2026.
We wish to categorically reject these baseless remarks, which do not represent the position of the majority of NURTW members or the people of Osun State.
It is important to emphasize that the NURTW, as a reputable non-partisan union, is committed to the welfare of its members, not political involvement. Governor Adeleke's administration introduced the Park Management Committee (PMC) to reform and improve the transport sector for the benefit of all stakeholders. The claims of a purported Osun Acting NURTW chairman, Alhaji Kazeem Oyewale, who spoke during the Central Working Committee (CWC) meeting at the Owa Obokun palace hall, Ilesa on Thursday is nothing more than the expressions of frustration from those unwilling to acknowledge the sweeping progress being made under Governor Adeleke's administration. These elements are driven by personal interests rather than the collective good of the people.
Governor Adeleke has consistently prioritized the welfare of Osun workers and pensioners, ensuring timely payment of salaries, pensions, and gratuities. His administration's infrastructure development, from roads to schools, healthcare to agriculture, has made significant impacts, further solidifying Osun's path to sustainable growth. Why Governor Adeleke Banned Heavy Duty Trucks from Olaiya Bridge - Spokesperson

Governor Ademola Adeleke banned heavy duty trucks and trailers from plying Olaiya bridge to ensure public safety but there is no decision to demolish the bridge.
The decision was also a resolution of the State Security Council meeting whose members raised alarm over recent influx of trailers and heavy duty trucks on Osun roads. Public safety was the primary and secondary motivation behind this decision.
Responding to allegations of political bias by some leaders of the opposition, the Spokesperson to the State Governor, Mallam Olawale Rasheed in a statement said the Governor has a sacred duty to take steps to secure public assets and residents especially in the face of two major developments in the last few weeks.
“Several technical reports have been submitted to the Governor on the deteriorating state of some sections of the bridge in recent times. As early as January, some public interest engineers approached the government to conduct an integrity test on the bridge. Similar conclusion was reached recently during a technical visit to the state by some national leaders of the construction industry.
“Several state leaders have also visited and examined the bridge with a verdict of urgency of action to preserve the assets while at the same time ensuring public safety. Members of the public can also conduct similar visits on top and around the bridge.
“While the technical review is ongoing, a new development in the transport sector warranted a preemptive action to limit load burden on the bridge. Due to road closure along Ibadan-Ogbomoso axiz, more heavy duty trucks now use Osun roads mostly passing through the bridge. Banning those trailers foreclosed any untowards happenings.
“I also want to inform the opposition that it was at the State Security Council meeting composed of security services commanders that the safety issue around Olaiya bridge was raised and resolution taken. All actors genuinely acted in the interest of the general public without political bias”, the Spokesperson noted in the statement.
Mallam Rasheed posited that Governor Adeleke has no time for petty politics as insinuated, noting that “a man building a multi- billion naira, multi- sectoral state infrastructure is too large hearted to worry about under-performance of recent past”

“Several state leaders have also visited and examined the bridge with a verdict of urgency of action to preserve the assets while at the same time ensuring public safety. Members of the public can also conduct similar visits on top and around the bridge.
“While the technical review is ongoing, a new development in the transport sector warranted a preemptive action to limit load burden on the bridge. Due to road closure along Ibadan-Ogbomoso axiz, more heavy duty trucks now use Osun roads mostly passing through the bridge. Banning those trailers foreclosed any untowards happenings.
“I also want to inform the opposition that it was at the State Security Council meeting composed of security services commanders that the safety issue around Olaiya bridge was raised and resolution taken. All actors genuinely acted in the interest of the general public without political bias”, the Spokesperson noted in the statement.

There is tremendous potential for Nigeria-Sweden collaboration across multiple sectors -V.P. Kashim Shettima
Nigeria's Vice President, His Excellency Sen. Kashim Shettima (GCON), accompanied by the eminent government officials in a State visit to Sweden, has highlighted numerous potential for collaboration between Nigeria and Sweden.
In his keynote address in a business forum at Epicenter, Stockholm, Sweden, themed "Trade and Investments with a focus on the Digital Economy, Agriculture and Renewable Energy", recently, the Vice President said Nigeria and Sweden share a longstanding history of cooperation, particularly in trade, technology and sustainable development.
In a thought-provoking piece titled, "The pursuit of balance: Building mutual opportunities in Nigeria's economy" Sen. Shettima said, through President Bola Ahmed Tinubu-led administration, Nigeria has introduced bold financial reforms, including the unification of exchange rates and the removal of fuel subsidies.
"Though challenging, these reforms are necessary steps in restructuring the economy for sustainable growth", the VP said.
According to the Vice President, "there is tremendous potential for collaboration between Nigeria and Sweden across multiple sectors. Whether in finance, renewable energy, digital innovation, agriculture or education, our partnership holds the promise of immense benefits for both nations".
"I urge Swedish investors to seize the opportunities in Nigeria and work with us to build a prosperous and sustainable future", he said.
The Vice President also emphasized the need to intensify efforts, between both countries, especially on Agriculture for economic advancement.

Governor Ademola Adeleke of Osun state has slammed critics of his administration as jealous and envious of his superlative delivery and performance in the last 23 months, urging them to accept the new dawn of good governance in Osun state.
Speaking to newsmen in Lagos after delivering a mini-lecture at the 7th memorial anniversary lecture in honour of the founder of Cherubim and Seraphim Church, St Moses Orimolade, Governor Adeleke said his focus on delivering good governance and serve only public interest worries and confound the opposition which had failed woefully when it was given the opportunity to govern the state.
According to the Governor, his administration made it a point of duty to deliver on big and small service issues confronting the people of the state across the sectors, explaining that the approach combines thinking big and small at the same time in the best interest of the people.
“We are faithful to the people and our governance agenda, hence our deliveries on infrastructure, health, digital economy, agriculture, Commerce and industry, climate change, education ,sports and workers welfare among others. We got so much done by God and the people.
“To my critics, I empatise and sympathize with them. When somebody succeeds where you fail, you are likely to be envious and even bitter. That is human nature. But I encourage them to place public interest above private agenda. As for me, I have no option than to succeed”, the governor submitted.
He said the opposition cannot understand how his administration has done so much within such a little time, hence their resort to outright fake news, personal attacks and sinning against God by condemning his praise worshiping the giver of power and life.
Speaking earlier on the theme of the lecture titled the role of the church in delivery of good governance, Governor Adeleke called on religious institutions to always speak truth to power, stressing the importance of constructive engagement with political leaders.
“Silence by the church and clerics generally is not an option. Clerics must speak loud about free and fair elections, dignity of all human beings, superiority of public good over private interests, respect for the supremacy of the constitution, observance of the rule of law and equality of all citizens before the law.
“As a sitting governor, I firmly believe the clerics should mount advocacy on what impedes good governance namely autocracy, dictatorship, arbitrariness, culture of impunity, self- perpetuation in office, suppression of opposition, corruption and failure to respond to aspirations of the people.
“Only a divinely guided leader can deliver on good governance, restore public faith in politics, avoid self enrichment, resolve societal poverty, and observe the rule of law”, the Governor affirmed in his presentation.

Osun State Government has again debunked fake news being peddled by the opposition alleging that Governor Ademola Adeleke is collecting security votes, asserting once again that the Governor is not, has and will not collect security votes in line with his avowed declaration on assumption of office.
The Commissioner for Information and Public Enlightenment, Oluomo Kolapo Alimi made the clarification in a statement on Sunday, explaining that the opposition is spreading falsehood because it has no hole to pick in the superlative performance of the state governor.
According to the Commissioner, the opposition is either ignorant or mischievous by deliberately misinterpreting state spending to support security operations and services by security agencies such as the police, Department of State Services among others.
“The state government statutorily supports security agencies when they conduct security operations on a regular basis such as quelling communal violence, joint security operations in troubled spots as well as deployment during mass demonstrations.
“Such expenditures are formally accounted for in line with the due approval process. The state support in such situations are referred to as expenditure for security services as different from the concept of security vote which does not pass through formal due approval process.
“The opposition needs to be educated that there are differences between security votes and security services. Security votes are widely known as slush funds expended at the discretion of the Chief Executive without passing through formal accountability and due processes.
“In Osun state, Governor Adeleke is not, has not and will not take such security votes. Mr Governor is however committed to supporting the security agencies with their logistics needs under security services expenditure which are fully applied for and processed through the office of Special Adviser to the Governor on Security matters.
The present administration in Osun State therefore wishes to state, emphatically that, Governor Adeleke approves funds to address security issues only when occasion demands for such and there are always record to justify such expenditure as opposed to being latched on as a free money to be expended at will by any sitting Governor as was the tradition with the past administration.
It must be stated that in his almost two years old administration, Mr Governor's probity and accountability is remarkably unbeatable in the history of Osun State and by extension, in the Nigerian federation.

Osun Minimum Wage Negotiation Committee Rounding up its Assignment- Information Commissioner

The state Minimum Wage Negotiation Committee set up by Governor Ademola Adeleke will soon complete its assignment for necessary approval by the State Governor, the Commissioner for Information and Public Enlightenment, Oluomo Kolapo Alimi has disclosed.
Responding to recent news reports on the nationwide implementation of the new minimum wage, the Commissioner stated that the Committee approved by Governor Ademola Adeleke has been working assiduously to conclude the assignment without hitch.
He said the Negotiation Committee is mandated to come up with recommendations to the government on the consequential adjustments arising from the minimum wage Law.
Quoting a circular from the Office of the Head of Service, Elder Ayanleye Aina, the Commissioner listed the members of the committee with the Chief of Staff, Hon Kazeem Akinleye leading the government team.
The labour side is led by the state Chairman of the Nigeria Labour Congress, Comrade Arapasopo Abimbola Christopher.

Governor Adeleke Updates Works Minister on State of Roads in Osun, Seeks Further Interventions

Governor Ademola Adeleke today paid a working visit to the Minister of Works, Dave Umahi in Abuja, delivering reports on the state of federal and state roads while seeking further federal interventions.
Accompanied by his Chief of Staff, Hon Kazeem Akinleye, the Governor briefed the minister on his administration's multi- billion naira infra projects which include flyovers, dualisation of roads and ongoing construction of several major roads across the state.
The governor narrated that his administration has constructed over 150 kilometers of roads since his assumption of office, including the 1.5 kilometers per local governments in the state.
While commending the Minister for his bold approach in the road sector, the governor briefed the Minister on some federal roads his administration has worked on, seeking favorable rapport between the state and the federal government on the road sector.
Responding, the Minister assured the Governor of support and partnership in the management of federal road corridors across Osun even as he acknowledged the proactive approach of the Governor to the road sector.

Climate Change: Forestry Council Honours Governor Adeleke as Osun Plans One Million Trees Planting Exercise

As part of its Climate Change Agenda, the Osun State Government has revealed its plan to plant One Million trees with approval already given for One Hundred Thousand in the first phase to control deforestation and increase the state's forest coverage.
This is coming as the Forestry Council of Nigeria honoured Governor Adeleke as the Climate Change Ambassador due to his passionate interest and contributions to climate change actions and policies.
Governor Ademola Adeleke who stated this on Wednesday while hosting the National and state leadership of Forestry Council of Nigeria in his office said the first phase of the tree planting session is to be followed by a wider programme targeting one million tree planting agenda.
The Governor noted further that approval had also been given for the planting of the seedlings raised to mitigate the adverse effect of climate change which is ravaging the globe adding that in the case of Osun, his administration is on top of the situation.
"I must state that what your association stands for as presented by the leadership is in agreement with my policy thrust on climate change
"This administration is not paying lip service to the issue of afforestation, hence my approval to raise one million seedlings of exotic and indigenous trees, which we will start with one hundred thousand in the first phase.
"It will interest you to know that approval has equally been given to the planting of the seedlings raised to mitigate the adverse effect of climate change which is ravaging the globe, but here in Osun State, I make bold to say we are on top of the situation.
"Since the activities of your association complement the functionality of the Climate Change Agenda of this administration, you can be sure of my total support of your dream and the success of your annual conference which will be memorable and positively impactful", the Governor noted.
Speaking earlier, Dr Tajudeen Abiodun Afolabi, President, Forestry Council of Nigeria who described Governor Adeleke as an Ambassador of Climate Change noted that the Governor's passion for Climate Change is the reason the association is bringing its next conference to Osun.
"The people's Governor, when I came in here and saw that people's Governor, you have done very well sir, you've done very well in protecting the environment, you've done very well in environmental sustainability of the state and by extension in Nigeria in general.
"Your passion for Climate Change made us decide to come and host our event in Osun.
"We will bring experts and professionals in Nigeria and beyond to come and celebrate you, celebrate your passion for Climate Change.
"We will be happy to work with you, we will be happy to project you to the world that this is an ambassador of Climate Change in Osun state and in Nigeria in general", he stated.

World Food Day: Governor Adeleke Lists Milestones In Agricultural Sector

To mark the World Food Day, Governor Ademola Adeleke of Osun state has today listed major milestones and expansion agenda for the state's agricultural sector.
In a widely celebrated event attended by farmers across the crop sectors, Governor Adeleke reaffirmed the commitment of his administration to sustaining food security in the state, directing more active delivery by the Food Security Implementation Committee he set up earlier in the year.
“As part of efforts to strengthen productivity of the sector, you all will recall our Government procured thirty-one (31) brand new Tractors. That delivery was the first phase with further delivery expected soon. We have since commenced the deployment process to local governments.
“This however includes installation of tracking devices on the tractors to secure the assets, the finalization of a private sector based management of the assets and ongoing partnership with farmers’ association on the leasing of the tractors for farm use.
“Our immediate, short, medium and long term plans are to ensure sustainable usage of the tractors. We are targeting building a strong base for farm mechanisation including the building of a technical centre for maintenance of the tractors.
“To this end, our government has opened talks with the Machine Tools Limited at Osogbo to domesticate tractor production and maintenance. The synergy between the state and the Machine tool will also include expanding the technical skills and capacity of agropreneurs across Osun state.
“To that end, we have launched an agropreneur project which I promised earlier. Each local government is expected to provide at least 1000 hectares of land for a special incubation farming project for young agropreneurs. We have a productive partnership with the German Development Agency, GIZ to train and empower agropreneurs.
“To start with, the first phase of the training is focused on the cashew sector while the second training is focusing on rice production. The first phase of the training has been successfully completed. I commend GIZ, our partner, for its generous support for the agropreneur project.
“I however urge each local government to quickly make available the requested land for the farming project. The Commissioner for Agriculture and his counterpart for Local Government affairs should join hands to ensure availability of such lands as quickly as possible.
“We are building an agro based , export oriented state economy that will secure food security, expand food access to our people and provide jobs for our teeming youths.
“I want to assure you, our farmers, of our commitment to mechanisation and innovations. I attended a livestock conference in France in the last few days and we have learnt new practices about innovations in livestock farming.
“We strike partnership deals with French partners and even the office of the French Government on International Development. The Commissioner for Agriculture is following up on the understandings reached at the Livestock conference.
“Additionally, we have distributed herbicides, a variety of vegetable seedlings and fertilizers free of charge to support our farmers. These initiatives are part of our goal to establish Osun State as the agro-industrial capital of the Southwest region”, the Governor told the gathering of farmers.
The Governor expressed his deep appreciation to the farmers of Osun State for their unwavering support of our administration, promising to continue collaboration with the farming community to achieve the shared goal of making Osun State an Agro-Industrial hub of the region.
The Commissioner for Agriculture, Hon Tola Faseru in his welcome address said the State Government has implemented several initiatives in the sector, citing the distribution of 6,000 packs of various vegetable seedlings, 8,000 Liters of herbicides and fertilizers to the farmers and the distribution of 8,000 cassava cuttings and 80,000 cashew seedlings.
Faseru added that the ministry trained youths, women and people with disabilities in pig production and gave them piglets, working tools, feeds and stipends to kick start their business.
“Similarly, twenty-five (25).poultry farmers in the State through the Osun Broilers Outgrower Production Scheme were empowered to the tune of N8.6 million naira each in a bid to boost.poultry production. These are some of the accomplishments of the Ministry this year”, he stressed.
President, Association of Farmers in Nigeria (AFAN), Osun state chapter, Alhaji Safiriyu Aremu commended the state government for the support extended to the farmers, promising further support of the Association for Governor Adeleke and his administration.
The event witnessed presentation of farm crop gifts and fish exhibition of various farm produce.

“We strike partnership deals with French partners and even the office of the French Government on International Development. The Commissioner for Agriculture is following up on the understandings reached at the Livestock conference.
“Additionally, we have distributed herbicides, a variety of vegetable seedlings and fertilizers free of charge to support our farmers. These initiatives are part of our goal to establish Osun State as the agro-industrial capital of the Southwest region”, the Governor told the gathering of farmers.
The Governor expressed his deep appreciation to the farmers of Osun State for their unwavering support of our administration, promising to continue collaboration with the farming community to achieve the shared goal of making Osun State an Agro-Industrial hub of the region.
The Commissioner for Agriculture, Hon Tola Faseru in his welcome address said the State Government has implemented several initiatives in the sector, citing the distribution of 6,000 packs of various vegetable seedlings, 8,000 Liters of herbicides and fertilizers to the farmers and the distribution of 8,000 cassava cuttings and 80,000 cashew seedlings.
Faseru added that the ministry trained youths, women and people with disabilities in pig production and gave them piglets, working tools, feeds and stipends to kick start their business.
“Similarly, twenty-five (25).poultry farmers in the State through the Osun Broilers Outgrower Production Scheme were empowered to the tune of N8.6 million naira each in a bid to boost.poultry production. These are some of the accomplishments of the Ministry this year”, he stressed.
President, Association of Farmers in Nigeria (AFAN), Osun state chapter, Alhaji Safiriyu Aremu commended the state government for the support extended to the farmers, promising further support of the Association for Governor Adeleke and his administration.
The event witnessed presentation of farm crop gifts and fish exhibition of various farm produce.

2026: SEVEN REASONS APC DUMPS OYETOLA
Recent reports about the alleged exit of Mr Gboyega Oyetola from 2026 are generating various interpretations among political pundits. The first point of call among analysts is to compile reasons why the former Governor may have been considered unsuitable to flag the governorship banner of the Osun State APC for 2026 state elections.
Some of the reasons adduced in several official and unofficial reports are as follows:
1.Electability- The former Governor is widely considered unelectable considering his failed outings in both 2018 and 2022. He only won through rigging in 2018 and was defeated in 2022 when the rigging was blocked by Osun people. APC strategists considered him an electoral liability who cannot shake the electoral hold of the Adelekes on the state of the living spring;
2. Low Performance: The governance records of the Marine Minister were judged as weak and uninspiring across the sectors. For four years, the Minister was rated very low across strategic sectors of the state economy including his apparent lackluster delivery of even the few projects he pushed through while in office. He was rated low as a Governor by even inner members of his team;
3. Sadistic, vindictive Leadership: The former Governor is openly described by APC operatives as very vindictive and unforgiving while in office and even after he was defeated as a Governor. The failure of the Minister to manage Mr Aregbesola whom he served as a Chief of Staff and his very harsh leadership style among others scare away many APC caucus leaders. They are afraid of the Iragbiji man getting near seat of governorship again;
4. Reputational Damage: The Marine minister is viewed as having suffered enormous reputational damage in his political.brushes with the Adelekes. At home and abroad, the incumbent is widely seen as having failed where Adeleke succeeded only within two years. APC strategists are thus fixated on seeking a fresh face with untainted public image and without electorally damaging baggage;
5. Zonal Considerations: Of the three senatorial districts in Osun , Osun central where Oyetola hails from has governed the state for a total of 15 years plus while Osun West is currently serving only four years plus as at today. The thinking is that Osun West deserves a second term by 2026 by which time the zone would have governed for 10 years compared to almost 16 years by Osun central. This is what prompted the search for an Osun West candidate by the APC for 2026;
6. National Power Play: Political forces at the centre have little or no confidence in the Marine minister's capacity to run a winning political race in Osun state. They blamed him for the rift between Mr President and Mr Aregbesola as much as they detest his leadership style and relationship approach. This negative perception of the former Governor is deep even within the inner caucus of Mr President. The drive to replace Oyetola thus has national back up;
7. Appeasement of Aregbesola: Some top APC leaders reason that Aregbesola may be persuaded to back down on his anti-APC stance if Oyetola is dropped as the APC candidate for 2026. Those in this category assume that the exit of Oyetola from the race may weaken Aregbesola's resolve.

Amidst credible reports that marine minister, Gboyega Oyetola has opted out Of the 2026 race, three chieftains of APC in Osun state are engaged in tough battle to supplant their exited boss.
Chief Bisi Akande and some other top APC had reportedly prevailed on Oyetola to step down from the race as his chances of beating the incumbent, Ademola Adeleke, is very low.
Amanda and others were reported to have reasoned that a new face stands a better chance of beating the incumbent than an Oyetola who they believe has suffered irreparable reputational damage.
Oyetola camp was reported to have initially pushed back at the pressure on the ground that those being proposed as replacement for him are politically weak, lack solid rapport with the people and are likely to be easily crushed by the Adeleke political machine.
Oyetola was however overpowered in the ensuing brainstorming among top leaders even though Oyetola was said to have gotten a concession that he should have an overwhelming say in who would replace him as APC candidates 2026.
Ever since the unannounced exit of the Marine Minister from the race, three politicians from APC have been positioning themselves for the replacement race namely the current APC National Secretary, Ajibola Bashiru, the operation director at Nigeria Ports Authority, Lanre Badmus and the boss of National Inland Waterway Authority, Bola Oyebaminji.
The fourth Shadowy name being rumored to be interested is Senator Iyiola Omisore even though it is not clear if the Ife Prince is in the good books of either Oyetola or Akande, the main power brokers in the state APC.
The scheming among the contenders Include hosting of empowerment programmes where millions of naira are expended. Oyebamiji of NIWA and Lanre of NPA are particularly prominent in this style, development that exposes them to petition writings to anti-graft agencies Among others.
It was rumoured that petitions against the duo of Lanre and Oyebamiji were being raised by another camp who accused those running the empowerment programmes of engaging in corrupt practices.
An Oyetola loyalist who was bitter about the alleged forced exit of Oyetola from the race queried where Lanre and Bola are getting the fund from, hinting that the APC may produce replacement with anti-graft cases on their necks.

“We are winning in 2026 and we are considering supporting our son, Tinubu, if he contests for a second term. There will be no federal force here as Tinibu gets our back as we get Tinubu back.
“Tell those small fries. There is no vacancy at Abere come 2026. They should not waste their time. More importantly, they should not become customers of anti-graft agencies the way they are acting in their respective agencies “, the PDP chieftain affirmed under condition of anonymity.

Diaspora Groups Commend Governor Adeleke over Minning Reforms and Governance initiatives

Several diaspora groups have described the mining reforms and other good governance initiatives of Governor Ademola Adeleke as “impressive” and “unprecedented” since the creation of Osun State.
The Governor who was on transit to Nigeria in the United Kingdom after attending a livestock conference in Northern France hosted several leaders and indegenes of Osun in London with many listing several sectors for which the Governor has placed the state on global map of good governance.
A group called Osun UK. Professionals led by Bimbo Adekemi expressed surprise at the fast pace at which the Governor is pursuing infrastructure upgrade across the state at a time of tight economic situation across Nigeria.
The group noted that pursuing infra upgrade is a smart way of jumpstarting the local economy and ease environment of doing business to attract investment into the state.
The group particularly commended the courage of Governor Adeleke for demanding Osun’s rights from mining companies operating in the state, citing ongoing faceoff with Thors Explorations Limited as “a courageous move by selfless leader.
“We note the demand notice on the Thors Explorations as a bold move by a state Governor. Where others pursue under the table deals, Governor Adeleke is seeking due payments into the coffer of Osun state. This is about the first time we will see a Governor not asking for gold bars from mining companies but is seeking validation of state shareholding, payment of PAYE as demanded by law and calling out mining firms on degradation of the environment.
“We salute the courage of Mr Governor in his drive to secure state economic assets. Please don't give up in your multiple efforts to deliver good governance. Many of us here are encouraged to look back home for home bound investment”, Mrs Adekemi noted.
Another group, named Osun UK Royal Group led by Timileyin Oluyemi Ajayi from Ijesaland said Governor Adeleke has raised the hope of many Osun indigenes in Europe by his delivery of good programmes in digital economy, health, education, agriculture, climate change and infrastructure.
“Your Excellency, we praise your commitment to public service and your visionary approach to governance. We read all you are doing and our members visited home and also came back with reports of your touching so many areas , towns and villages. We are proud to call ourselves Osun indigenes.
“You have given Osun new tech policy, new energy policy, new procurement policy, new cocoa and cashew initiatives among others. You are doing so much in empowerment and cooperatives with billions being disbursed to grassroots businesses and artisans.
“You are paying billions of naira in pension and salary debts. Workers welfare is a priority areas you have delivered so excellently well. To imagine you have done so much under less than two years is an amazing testimony. We will head home to register to vote ahead of the 2026 governorship election, Prince Oluyemi posited on behalf of the group.
While receiving the various Osun indegenes in London, Governor Adeleke expressed delight at the positive feedback from the diaspora community, assuring that his administration is poised to do more in service of the people.

RESTATING OSUN's CASE AGAINST THORS EXPLORATIONS

Osun State government has called on the Federal Government as well as the Federal Ministry of Solid Minerals to quickly prevail on the Subsidiary of Thor Explorations, Canada, Segilola to pay up payee taxes accrued to the State and amounts due on its acquisition of Osun shareholding as well as its responsibility on environment.
The State government stated this through Prof. Lukuman Adekilekun Jimoda, Special Adviser to the Governor on Mining and Mineral Matters while restating the state's case against Thors Explorations Limited.
This is against the backdrop of a fact finding committee set up by the Federal Ministry of Mines to look into the claims and counter-claims. The committee was giving a week or so to submit its report.
Professor Jimoda emphasized that the state government has been on these infractions for more than 18 months with series of engagement with top officials of the mining firm.
He said: “Our amiable Governor, Senator Ademola Adeleke, had personally sat in four physical meetings with delegate of Segilola Resources Operating Limited (SROL or Segilola), a subsidiary of Thor Explorations (Thor) and with their Chief Executive Officer, Mr. Segun Lawson, in attendance.
“They always renege on their promises to pay their dues to Osun and they always run to the Federal Ministry of Solid Minerals Development Abuja to precipitate diversion and delay. So, writing to the Ministry again after our Press Conference and their two public responses; we hope this is not one of those numerous tactics”.
Professor Jimoda noted: “It is no longer a news item that Osun State has a genuine Legacy Ownership Dispute with Segilola Resources Operating Limited (Segilola) and its latest owner, Thor Explorations Ltd (Thor), which previous governments have been “evading” since 2016.”
“If we look at the “Net Asset” figure on the balance sheet of Thor Explorations Ltd. today, with some factorization models, we can see what Osun shares in Thor Explorations worth in term of values. So, the Governor of Osun State will continue to demand for it. There were other cash considerations given to other shareholders that are yet to be given to Osun State since 2016. The latter dues are accruing interests in line with universal commercial term.
“Segilola had always denied our shareholding in Thor and on 15th April, 2023 the company officially communicated with us in “black and white” that Osun State had no share in Thor”.
He stressed: “Governor Adeleke directed us to keep on confronting them with facts and figures at our disposal, until they had to cave in on the 24th April, 2024, when they wrote to us that Osun State has bonus share of 5.1m shares.
“Although this confirmed our ownership but Bonus shares over what? Where is the electronic access to the shares? Then Segilola disappeared into the tiny air, again. That is bad corporate governance. You cannot alienate the right of shareholders and you cannot treat any shareholder with prejudice, no matter the percentage of its holding.
“Like we said in our last Press Conference, though, it took Segilola, over 12 months to accept in writing that Osun State owns 5.1million bonus shares of Thor. So, our case is not like other states, which the Minister has lumped us with and asking them to invest in the sector. We have always have interests in the sector since 1993 and the asset company, then, was Tropical Mines Ltd. We had earlier made our submission to your Ministry on the historical commercial transaction, in which our interest in Tropical Mines Ltd was stripped by Segilola and was subsequently acquired by Thor in 2016; so, where is our shares?
“We made a detailed submission via a letter dated 2 July 2024 to the Ministry of Solid Minerals Development. We also did a presentation to the Ministry on the 15th August, 2024, but no official response from the Ministry up till now.
“We will like to inform you that the disputes can easily be resolved if Segilola demonstrates good faith as follows; (a) make a down payment of 20billion Naira out of the 60billion demanded as the outstanding principal and interest dues on cash considerations, which were supposed to have been paid in 2016 by Thor; (b) grant us access, electronic or otherwise to all our shares in Thor, including the bonus shares, recently conceded to us; (c) provide full repayment plan on the outstanding dues for the approval of the state Governor.
“Our Governor has said it severally that it doesn’t want Segilola to exit our state but to operate as a responsible company so as to deliver value to Osun State, as shareholder and to pay taxes/levies as stipulated by the federal laws on taxation; Personal Income Tax Act (PITA) and Company Income Tax Act (CITA).
“The two Acts of the National Assembly stipulate that the states have jurisdictions over PAYE taxes and levy on commercial activities. Segilola has failed to disclose its service providers, who are hiding direct and indirect employees on their balance sheets. So, how do we tax such employees despite the fact that PITA puts that within the purview of the states?.
“Some of these service providers are using chemicals, explosives, etc and how do we do proper security documentation or log them unto our database for tax assessment of their employees if Segilola does not cooperate with us?. To be precise, we wrote a letter to Segilola since 16th May, 2023 emphasizing the issue of security and proper documentation of all staff and operators but the company failed to disclose. One of the service providers is owing Osun State 336 million Naira as unpaid PAYE taxes of its employees. We have more than four (4) others, yet to be assessed because Segilola is shielding them away .
“We are yet to clear Segilola Resources Operating Limited on the N3.25 Billion tax obligations and none of its employees has been issued tax clearance certificate because for the past three months, Segilola has failed to provide the mandatory tax documents and information required.
“These include: (a) The official Gazette from tax authority permitting the five per cent of mining accommodation as Benefit in Kind; (b) Breakdown of the Operating Cost by vendors, stipulating Name of vendors, Cost, Type of services and the amount paid to vendors, The address of vendors, etc; (c) Evidence of remittance of withholding taxes; (d) Submission of the General ledger/activity reports and trial balances to verify salary and nominal payroll. It is unbelievable that a company, whose parent company is dual-listed on London and Toronto Stock Exchanges, cannot produce accounting records since July 11th, 2024.
“This is tantamount to Obstruction of tax process under section 97 of PITA and Segilola is unduly exposing its employees to legal prosecution by the state for working in Osun State without Tax Clearance Certificates.
“In line with the Court Order, dated September 27th, Osun State government has distrained the premises of Segilola on the 29th of September,2024, the premises, which are also being used by its staff and other tax defaulters on PAYEE taxes.
“This has been done with all sense of responsibility, it is excruciatingly painful but we have got to do what we have to do. The path to dispute resolution on tax is clear and simple in any tax jurisdiction, we require Segilola to (a) stop the obstruction of tax processes;(b) submit to us the outstanding tax documents/information required; (c) disclose all its service providers that are claiming exemptions of business premises’ levies and allegedly evading PAYEE taxes on employees’ salaries; (d) pay all outstanding tax liabilities established on direct and indirect employees, working on Segilola premises and sites. Once, these are done, we will communicate with Segilola and we will move beyond dispute”, Prof Jimoda posited.
Osun State government has called on the Federal Government as well as the Federal Ministry of Solid Minerals to quickly prevail on the Subsidiary of Thor Explorations, Canada, Segilola to pay up payee taxes accrued to the State and amounts due on its acquisition of Osun shareholding as well as its responsibility on environment.
The State government stated this through Prof. Lukuman Adekilekun Jimoda, Special Adviser to the Governor on Mining and Mineral Matters while restating the state's case against Thors Explorations Limited.
This is against the backdrop of a fact finding committee set up by the Federal Ministry of Mines to look into the claims and counter-claims. The committee was giving a week or so to submit its report.
Professor Jimoda emphasized that the state government has been on these infractions for more than 18 months with series of engagement with top officials of the mining firm.
He said: “Our amiable Governor, Senator Ademola Adeleke, had personally sat in four physical meetings with delegate of Segilola Resources Operating Limited (SROL or Segilola), a subsidiary of Thor Explorations (Thor) and with their Chief Executive Officer, Mr. Segun Lawson, in attendance.
“They always renege on their promises to pay their dues to Osun and they always run to the Federal Ministry of Solid Minerals Development Abuja to precipitate diversion and delay. So, writing to the Ministry again after our Press Conference and their two public responses; we hope this is not one of those numerous tactics”.
Professor Jimoda noted: “It is no longer a news item that Osun State has a genuine Legacy Ownership Dispute with Segilola Resources Operating Limited (Segilola) and its latest owner, Thor Explorations Ltd (Thor), which previous governments have been “evading” since 2016.”
“If we look at the “Net Asset” figure on the balance sheet of Thor Explorations Ltd. today, with some factorization models, we can see what Osun shares in Thor Explorations worth in term of values. So, the Governor of Osun State will continue to demand for it. There were other cash considerations given to other shareholders that are yet to be given to Osun State since 2016. The latter dues are accruing interests in line with universal commercial term.
“Segilola had always denied our shareholding in Thor and on 15th April, 2023 the company officially communicated with us in “black and white” that Osun State had no share in Thor”.
He stressed: “Governor Adeleke directed us to keep on confronting them with facts and figures at our disposal, until they had to cave in on the 24th April, 2024, when they wrote to us that Osun State has bonus share of 5.1m shares.
“Although this confirmed our ownership but Bonus shares over what? Where is the electronic access to the shares? Then Segilola disappeared into the tiny air, again. That is bad corporate governance. You cannot alienate the right of shareholders and you cannot treat any shareholder with prejudice, no matter the percentage of its holding.
“Like we said in our last Press Conference, though, it took Segilola, over 12 months to accept in writing that Osun State owns 5.1million bonus shares of Thor. So, our case is not like other states, which the Minister has lumped us with and asking them to invest in the sector. We have always have interests in the sector since 1993 and the asset company, then, was Tropical Mines Ltd. We had earlier made our submission to your Ministry on the historical commercial transaction, in which our interest in Tropical Mines Ltd was stripped by Segilola and was subsequently acquired by Thor in 2016; so, where is our shares?
“We made a detailed submission via a letter dated 2 July 2024 to the Ministry of Solid Minerals Development. We also did a presentation to the Ministry on the 15th August, 2024, but no official response from the Ministry up till now.
“We will like to inform you that the disputes can easily be resolved if Segilola demonstrates good faith as follows; (a) make a down payment of 20billion Naira out of the 60billion demanded as the outstanding principal and interest dues on cash considerations, which were supposed to have been paid in 2016 by Thor; (b) grant us access, electronic or otherwise to all our shares in Thor, including the bonus shares, recently conceded to us; (c) provide full repayment plan on the outstanding dues for the approval of the state Governor.
“Our Governor has said it severally that it doesn’t want Segilola to exit our state but to operate as a responsible company so as to deliver value to Osun State, as shareholder and to pay taxes/levies as stipulated by the federal laws on taxation; Personal Income Tax Act (PITA) and Company Income Tax Act (CITA).
“The two Acts of the National Assembly stipulate that the states have jurisdictions over PAYE taxes and levy on commercial activities. Segilola has failed to disclose its service providers, who are hiding direct and indirect employees on their balance sheets. So, how do we tax such employees despite the fact that PITA puts that within the purview of the states?.
“Some of these service providers are using chemicals, explosives, etc and how do we do proper security documentation or log them unto our database for tax assessment of their employees if Segilola does not cooperate with us?. To be precise, we wrote a letter to Segilola since 16th May, 2023 emphasizing the issue of security and proper documentation of all staff and operators but the company failed to disclose. One of the service providers is owing Osun State 336 million Naira as unpaid PAYE taxes of its employees. We have more than four (4) others, yet to be assessed because Segilola is shielding them away .
“We are yet to clear Segilola Resources Operating Limited on the N3.25 Billion tax obligations and none of its employees has been issued tax clearance certificate because for the past three months, Segilola has failed to provide the mandatory tax documents and information required.
“These include: (a) The official Gazette from tax authority permitting the five per cent of mining accommodation as Benefit in Kind; (b) Breakdown of the Operating Cost by vendors, stipulating Name of vendors, Cost, Type of services and the amount paid to vendors, The address of vendors, etc; (c) Evidence of remittance of withholding taxes; (d) Submission of the General ledger/activity reports and trial balances to verify salary and nominal payroll. It is unbelievable that a company, whose parent company is dual-listed on London and Toronto Stock Exchanges, cannot produce accounting records since July 11th, 2024.
“This is tantamount to Obstruction of tax process under section 97 of PITA and Segilola is unduly exposing its employees to legal prosecution by the state for working in Osun State without Tax Clearance Certificates.
“In line with the Court Order, dated September 27th, Osun State government has distrained the premises of Segilola on the 29th of September,2024, the premises, which are also being used by its staff and other tax defaulters on PAYEE taxes.
“This has been done with all sense of responsibility, it is excruciatingly painful but we have got to do what we have to do.
