THE ADDRESS DELIVERED BY HIS EXCELLENCY, ASIWAJU SENATOR DR. ADEMOLA NURUDEEN ADELEKE AT THE TRACTOR UNVEILING AND FARM INPUT DISTRIBUTION CEREMONY HELD AT THE AGRICULTURAL INPUT SUPPLY UNIT (AISU), EDE, ON FRIDAY 30TH OF AUGUST, 2024.

PROTOCOLS

At the inception of this Administration, we crafted our policy objectives and also fashioned an agenda towards their realization which was tagged the 5-Point Action Plan. We set out the objectives of this Government to include the welfare of workers, financial inclusion, localization, people-centered infrastructure upgrade as well as social sector upliftment and agro-industrialization.

2. We immediately hit the ground running towards the achievement of these priorities and in less than two years into the first tenure of this Administration, we have made conscious efforts aimed at achieving these policy objectives. The 5-Point Action Plan are arranged in a methodical manner such that they complement each other.

3. We started by reflating the economy of the State through the prompt payment of monthly salaries and pensions, increasing the fund available for the payment of gratuities and those on the contributory pension scheme, and then the payment of backlog of half salaries which had negatively impacted the workers and the people of the State. We are also ensuring financial inclusion and localization by insisting on local contractors and patronage of local suppliers in the execution of the capital projects by this Administration. We have constructed over 100 kilometers of roads alongside several bridges and channelization projects. Another 80 kilometers are under construction. These multi-billion naira projects include four fly-over bridges, channelization of several major roads, rehabilitation of several schools and health centers with various levels of completion. All these were done in order to create an enabling environment for the social sector upliftment and agro-industrialization of the State.

4. In less than two years of this Administration, we have effectively touched every aspect of the 5-Point Action Plan we set out to achieve at the inception.

5. Today, we are distributing 6,000 herbicides, 80,000 cashew seedlings, 8,000 cassava cuttings, 8,000 various vegetable seeds and 500 bags of Lime to our farmers, women associations, people living with disabilities and government schools with large farmlands. We are equally unveiling 31 newly purchased tractors with full implements for the use of our farmers in Osun State which is the first phase of this project. These tractors will be released to farmers cooperative societies and associations after all necessary administrative procedures have been concluded. This is also in line with the promise made to our resourceful youthful population during the last End Bad Governance protest. We hope to provide all necessary infrastructure and resources to enhance agricultural production and ensure food security for our people. No leader with conscience would be happy that his people are struggling to make ends meet and feed their families. We have set our targets at this critical sector and we are ready to make the required investments in this regard.

7. I also wish to inform the public that the state is committing N8 Billion for the acquisition of tractors and farm clearing equipment within the context of due process and another N2 billion worth of farm input support.

6. At this juncture, it is my honour and privilege to the Glory of God and for the benefit of the good people of my beloved Osun State, that I unveil these farm inputs with the hope that it will serve as humble beginning for the agro-industrial development of the State in line with the 5-Point Action Plan of this Administration.

7. Long Live Osun State, Long Live the Federal Republic of Nigeria.

Amid Celebrations, Governor Adeleke Revives Power Project Abandoned for 11 Years

NEWS RELEASE
● Speaks On State Electricity Agenda OSOGBO - 29/08/2024 - Osunstate.gov.ng It was with pomp and pageantry that Governor Ademola Adeleke relaunched the execution of Obokun 33KVA Feeder abandoned for the past 11 years by previous administrations of the All Progressives Congress(APC). The project, which was awarded in 2013 to service towns and villages across four Local governments of Osun East but was abandoned by successive governments leaving the affected towns in darkness and economic paralysis. Governor Adeleke accompanied by Ijesha PDP leaders and dignitaries led by Hon Sunday Bisi and Hon Ibukun Fadipe said the revival of the project is “a reaffirmation of our policy of easing life challenges and strengthening the economic and well being of our people”. “I was told this project was abandoned for the past 11 years. In that period, our people of Obokun and adjacent areas suffered untold hardship, blackout and economic loss. From today, that era of darkness has come to an end. Light has come and darkness has vanished. “Today I congratulate the good people of Obokun Local Government and all the communities that will benefit from the new 33KV Feeder Line, Specifically, let me reach out to the people of Omi Aladiye, Akad, settlements along Ilesa - Osogbo road,Igbajo in Boluwaduro Local Government as well as Kajola and Osunjela in Atakumosa West Local Government. Imole has come to your doorsteps”, the Governor narrated. Governor Adeleke said his administration focuses on bringing economic light to the people of Osun state, stressing that there is “a robust plan to transform the state energy and electricity market through appropriate policy and legislation. While affirming that Osun has a draft electricity bill and policy which will expand power generation and distribution, the state Governor assured that “the policy and the bill when finally passed into law will change the face of Osun electricity space. “Being so blessed with many rivers and solar assets, we will generate our electricity. We will issue licenses for those capable of generating electricity. We will regulate our power distributor, the Ibadan disco. “We will manage the relationship between power generators and purchasers. The new plan will create a regulatory agency for the state power sector. “Ahead of the passage, I am further directing the Ministry to develop an implementation plan with timelines and deliverables. Stakeholders must be fully involved in the process for sustainable outcome. “We are acting fast in the energy space because power supply is an engine room of economic growth. Regular power supply boosts economic activities. Our vision is that Osun state will be self-sufficient in power supply and also export to neighboring states. Earlier in his welcome address, the state Commissioner for Energy, Hon Festus Adeyemo said Governor Adeleke was deeply alarmed by the total blackouts being experienced in Obokun Local Government as a result of the dilapidated 33KV feeder line that supplies electricity to the community/towns in Obokun Local Government from Ilesa. “The project is very significant for the people of Obokun and other three local governments. The Obokun 33KV Feeder Line, when completed, will be supplying electricity to four Local Government namely; part of Ilesa West (Omi Aladiye, Akad) and other neighboring Communities along Ilesa - Osogbo road, 95% of Towns in Obokun Local Government, Igbajo in Boluwaduro Local Government as well as Kajola and Osunjela in Atakumosa West Local Government”, the Commissioner noted . While appreciating the Governor as Mr Infrastructure, the Commissioner reassured the public that the directive on the setting up of Osun Electricity bill and policy has been complied with, adding that “Osun now has a draft electricity market bill that is being processed for the attention of the state assembly. “Your Excellency, Osun has never had any policy and legal framework for the energy sector until your assumption of office. The electricity bill comforms with best practices and stands as a great addition to your Excellency's achievements”, the Commissioner asserted in his welcome address. WHAT GOVERNOR ADELEKE IS DOING IN THE POWER SECTOR, DIGITAL ECONOMY, CLIMATE CHANGE, OTHERS - SPOKESPERSON

NEWS RELEASE

OSOGBO- 28/08/2024 - Osunstate.gov.ng

In response to suggestions and proposals from state leaders on the occasion of Osun at 33, the Spokesperson to the state Governor, Mallam Olawale Rasheed has shed some light on the policy agenda of the Governor on the power sector, digital economy, climate change among others.

Addressing journalists today at Osogbo, the Spokesperson explained that Governor Adeleke had taken proactive steps across the sectors by generating and adopting state policies in critical areas of importance to the development of a 21st century state economy.

He narrated that the Governor indeed broke new grounds by launching out the making of Osun state Electricity market policy and bill following the devolution of power generation and distribution to the concurrent legislative list of the 1999 constitution.

“Osun today has a draft legislation and policy framework for the power sector that will soon be submitted to the State House of Assembly for consideration and passage. The bill follows best practices and has passed through the state Ministry of Justice.

“The bill among others provides for the creation of a state electricity regulatory agency which will be performing the functions currently being done by the National Electricity Regulatory Commission (NERC). The commission will license power producers and regulate activities of power distribution company like Ibadan Disco.

“The Commission will supervise off-grid and mini-grid power generation and also regulate relationships between power producers and distributors. The bill creates an electricity market system which will robustly transform the energy space of Osun state. So Mr Governor has acted long before now on the issue of the power sector.

“In the area of digital economy, Mr Governor has indeed placed Osun on the global digital map. Before Governor Adeleke's assumption of office, Osun had no state policy on ICT. As at today, Osun has a robust policy now set for implementation under ICT professionals of over 30 years experience.

“Additionally, before now, Osun had no state tech innovation policy designed to stimulate the innovation sector to boost the emerging multi billion dollar global digital economy. Osun now has an STI policy which was adopted after a rigorous public consultation and validation process. The implementation has started.

“And when you talk of a robust state plan for integrated economic development, Mr Governor has an activated policy plan, focussed on transforming Osun from its civil service focus to an agro based industrialized economy. State investment summit that has gained acceptance of western diplomatic community is holding this year.

“The agro agenda is well on course as to be witnessed this Friday when Mr Governor will unveil new acquired tractors. This is the first time Osun acquired new tractors in the last 13 years. Throughout the 12 years of APC government, no single tractor was purchased.

“Permit me to add that Mr Governor has also fractured maintenance and other issues into account. In fact, Mr Governor is working to get a tractor assembly plant operational here in Osun state.

“On the climate agenda, Osun is working to finalize the state climate change agenda under a world class consultant. A robust climate initiative is in the making to ensure Osun takes lead among subnational entities In Africa in the climate sector. Many materials in this line are online”, Mr Rasheed noted.

“On behalf of Mr Governor, many policy proposals from top citizens and leaders of the State are in tandem with ongoing programmes and policies of Mr Governor. Mr Governor is a policy addict in his own way with a high level of ambition in delivery of public service.

“For example, Governor Adeleke deeply believes in infrastructure upgrades to achieve economic revival. He always questions why our ancient towns are still largely underdeveloped, hence his idea of multi billion naira infra plan to strengthen the state's socio and economic infrastructure.

“And to implement this plan, he also insisted on rigorous enforcement of local content policy. The implication is that the Osun fund is revolving within Osun and boosting the grassroots economy. Construction skills are being acquired, local technicians are being engaged and local suppliers are having good times.

“So the flyovers and dualised roads are not just fanciful projects. They are economic tools for economic development, trade, connectivity, tourism and cultural industry expansion. Mr Governor is a firm believer in the close link between good infrastructure and state economic development”, the Spokesperson told the journalists.

He concluded by declaring that at 33, Osun is on the path of sustainable development across the sectors.

OSUN STATE IS NOT TAKING ANY LOAN - Information Commissioner

NEWS RELEASE

OSOGBO - 26/08/2024 - osunstate.gov.ng

The Osun State Government has described as fallacious and misleading, a news report circulating in some sections of the media suggesting that the state government is seeking to obtain loan to fund the 2024 budget.

In a statement issued by the Commissioner for Information and Public Enlightenment, Oluomo Kolapo Alimi, he berated the report as fiction of imagination of detractors and members of the opposition who are hellbent on twisting facts to mislead the public.

Oluomo Kolapo emphasized that the Osun state Executive Council has neither received nor approved any loan request from Governor Adeleke for funding the 2024 budget from November 2022 till date, affirming that all budget funding has been within the confines of the federal allocation (FAAC) and Internally Generated Revenue (IGR).

“The administration of His Excellency, Governor Ademola Adeleke has not taken any loan from November 2022 till date. Despite the lean purse and meager resources of the state, the Governor has employed a frugal approach in managing state resources. All our infrastructural projects are being funded with allocation from the federation and independent revenue.”

Addressing the purported N 12 billion loan request in the news report, Oluomo Kolapo explained that development partnership is a national decision jointly taken by comity states to advance development from the grassroots. He further disclosed that Nigeria and World Bank, in partnership with Osun and other state governments is running several developmental programmes like School feeding; Osun-CARES etc.

“Osun like several other states of the federation is committed to development partnership decision jointly taken with the federal government. The World Bank in partnership with the Federal Government is funding several development programmes like the O-CARES programmes, School feeding programmes among others.”

“These are National Programmes approved by the National Economic Council (NEC) and jointly funded under the World Bank partnership model. They are programmes inherited from the immediate past administration in Osun State. Governor Adeleke will continue to support programmes and initiatives that will advance the development of the people of Osun State.” the statement concluded.

Governor Adeleke Did not Donate One Billion Naira to a Church, Stop Hallucinating - Spokesperson to Governor Adeleke

NEWS RELEASE

Governor Adeleke Did not Donate One Billion Naira to a Church, Stop Hallucinating - Spokesperson to Governor Adeleke

OSOGBO - 24/08/2024 - Osunstate.gov.ng

The donation of One Billion Naira to the Cherubim and Seraphim Church is a private philanthropic gesture by a world-renowned business mogul, Dr Deji Adeleke which has no link or source with the Osun State government.

This clarification was made on behalf of the state Governor by his Spokesperson, Mallam Olawale Rasheed who affirmed that Governor Ademola Adeleke did not donate the said fund and that the donation is not sourced from the state's treasury.

Reacting to a statement from the state All Progressive Congress (APC) which accused the Governor of squandering state assets through the donation to the C & S Church.

According to the Spokesperson, the state APC and its operatives have run out of ideas, hence the opposition resorts to barefaced lies and fake news on an event globally live streamed and a donation personally made by the billionaire father of a billionaire, Dr Deji Adeleke.

“Let us all recall that Dr Adeleke made substantial donations to the state government under the Oyetola administration during the COVID crisis. Was Governor Adeleke in office then?"

“Dr Adeleke also hugely contributed to the Federal Government during the Covid crisis. Was Governor Adeleke in charge of the Osun treasury then?"

“At the event in Lagos, neither the state government nor the state Governor made any donation. The only donation came from Dr Adeleke who is more than capable to do so as he had done to APC governments when Mr Oyetola and Muhammadu Buhari were in office”, the Spokesperson posited.

Attempts by state APC to play the religious card also fell flat because the Muslim community knows it is benefiting more from the Adeleke administration than under the previous APC government. Today, Governor Adeleke is almost completing the state Hajj Camp which previous APC government did nothing about.

According to Mallam Rasheed, the Osun APC is daily hallucinating as it has become overwhelmed by the superlative performance of Mr Performer, Governor Ademola Adeleke. These days, press statements from the state APC appear to be silly concoctions from depressed minds who are lost as to how to tackle the state Governor”, the Spokesperson declared.

“The other time, the opposition, shocked by wholesale validation of Osun infrastructure projects by the engineering community, ignorantly lambasted the highly professional and credible COREN/NSE team. Meanwhile, NSE had conducted similar exercises in APC states of Lagos and Ogun. Isn't the state APC hallucinating?

“ We seek to put this unnecessary debate to rest by clarifying once again that neither the state government nor the state Governor donated the said One Billion naira to the Lagos church. We add too that the said money is not being sourced from the state treasury. And we conclude by affirming that the philanthropist who made the donation had made even bigger donations in the past and even to the APC government to address the state emergency."

“Members of the public should ignore the vituperations and the fake news merchants who now run the deeply unpopular and polarised APC structures in Osun state”, the Spokesperson concluded in the statement.

Blue Economy Ministry: Oyetola’s One Year of Motion Without Movement

August 19, 2024

The maritime sector, once filled with high hopes and optimism, is now shrouded in gloom and disappointment as stakeholders reflect on the first year of stewardship under the Minister of Marine and Blue Economy, Adegboyega Isiaka Oyetola. Initially heralded as a beacon of hope for a sector in dire need of revitalization, the ministry’s first year has left many feeling disillusioned, with little to show in terms of progress.

The maritime community had eagerly awaited the impact of the new ministry when Oyetola assumed office on August 21, 2023. Indigenous shipowners, in particular, had pinned their hopes on Oyetola to rejuvenate their struggling businesses after years of neglect and inconsistent policies. However, one year later, those hopes have largely faded. Prince Ayorinde Adedoyin, an indigenous shipowner and Chairman of Peacegate Group, encapsulated the sentiment of many in the industry: “The past year in the maritime industry? I think some people have pointed to the appointment of a new Managing Director for NPA, a new head for NIMASA, and the presence of a Minister as positives. But what new policies have been introduced to advance the industry? Honestly, I haven’t seen anything significant.”

Adedoyin expressed frustration at the lack of visible progress and the slow pace of change. “Yes, they say one year might be too short to judge, perhaps because they’re still ‘cooking’ what they want to serve us. But it feels like the meal is taking too long to prepare. If you ask me, I haven’t witnessed any remarkable progress in the maritime sector over the past year.”

His concerns extended to the controversial Cabotage Vessel Financing Fund (CVFF), which has long been a point of contention within the industry. “The money has just been sitting there, and I hope it’s at least accruing interest. But the real question is: who will benefit from this fund? The old shipowners who contributed? Or will it be used to foster new ownership?”

Otunba Sola Olatunji, another shipowner and member of the Nigerian Shipowners Association (NISA), shared Adedoyin’s pessimism. “It’s hard to predict the intentions of those in power, but I doubt if anything will work in the Marine and Blue Economy Ministry without deliberate government intervention,” he said, casting doubt on the existence of the CVFF itself. “Over the past decade, we’ve seen all sorts of propaganda from NIMASA about this illusion called CVFF. It’s all just a show, and the Minister and DG are here to play their parts.” Olatunji’s skepticism about the future of the ministry was palpable: “In three years, I’ll remind you of my stance—it’s all just a propaganda stunt.”

Chidi Anthony Opara, a freight forwarder, suggested that the minister may have underestimated the challenges of his role. “The Minister of Marine and Blue Economy may have been overwhelmed by the novelty of the ministry,” Opara said. “Previously, these functions were handled by the Ministry of Transportation, so the bureaucratic processes of transferring responsibilities to the new ministry likely caused delays. The Minister might have made promises out of excitement, not fully understanding the teething problems that would arise.” Chief Isaac Jolapamo, a veteran indigenous shipowner and the pioneer President of NISA, has become so disillusioned with the state of the industry that he has adopted a “siddon look” approach. “The problem of the industry is foundational, and unless there’s a holistic approach where the government confronts it frontally, the problem will still be there,” Jolapamo said, reflecting on over 60 years spent in the sector.

Jolapamo voiced doubts about the current minister’s capacity to address the deep-rooted issues facing the industry. “I don’t really know the capacity of the minister if he could resolve the issues in the maritime industry. I have since stopped worrying myself about the happenings in the industry because that will evoke bad memories which could hurt me, and I don’t want to get hurt.”

He also lamented the lack of focus on acquiring vessels and training seafarers, essential elements for a thriving maritime industry. “If you don’t have ships, you cannot say you are practicing maritime. If you cannot go to the sea, whatever you do, it is peripheral. Unfortunately, we are not addressing the issues like how do we acquire vessels where we can train our upcoming seafarers.”

As the maritime sector marks one year under Oyetola’s leadership, the prevailing mood is one of skepticism and frustration. Stakeholders are left questioning whether the much-anticipated change will ever come, or if the ministry will continue on its current path of “motion without movement.”

Osun PDP Chairman Blasts APC Over Attack On NSE Visit

Press Release

Osogbo, Osun State- 20th August, 2024 osunpdp.com

The Osun State chapter of the Peoples Democratic Party (PDP) has lambasted the All Progressives Congress (APC) for its scathing attack on the recent visit of the Nigerian Society of Engineers (NSE) to inspect infrastructure projects in the state.

The PDP in a statement by the Chairman, Hon Sunday Bisi, described APC as a nest of shylocks and fictional irrendists, desperately seeking return of relevance which was irredeemably lost on the volition of their arrogance in failure, wickedness and looting.

"We are not surprised by the APC's desperation to discredit the NSE's commendation of our Governor's projects," said Hon. Sunday Bisi. Their attack on the NSE is a clear indication that they are afraid of the progress we are making in Osun State"

Bisi described the APC's statement as "a laughable attempt to undermine the credibility of a reputable professional body like the NSE, the same organisation that has been to other states doing semblance of what Osun state government is doing in massive infrastructure deliverables

"APC should be reminded that the NSE is not a political organization, and their commendation of our projects is a further prove to the quality of work we are doing, he said. Unlike the APC, who are used to shoddy jobs and miscreants like Asiri Eniba assessing their projects and issuing them weed induced passmarks. we are confident in the quality of our work and are not afraid to showcase it to technical teams like the NSE"

Bisi also accused the APC of being sore losers, saying, "they are merely preparing for more tears because our Governor will not stop at anything to change the ruinous story they left behind into a state that is prosperous for all and sundry"

"His Excellency, Governor Ademola Adeleke will not be distracted by their antics, he added. "We will continue to deliver quality projects that will benefit the people of Osun State, and we will not be afraid to showcase them to anyone even if Taju Lawal or Mr Oyetola accidentally becomes the leader of such technical team as NSE.

The PDP Chairman concluded by saying, "The APC should focus on rebuilding their entangled party rather than trying to stick their nose into a realm that is beyond them, their history and especially their thievery regime. We are the ones with the mandate of the people, and we will not be swayed by their desperation."

NSE Infra project Visit: APC is in Severe Pain- Kolapo Alimi OSOGBO- 19/08/2024 -Osunstate.gov.ng

The Osun State Government condemns the strongest possible terms the demonstration of shamelessness and moral emptiness by the state chapter of the All Progressives Congress (APC), as it celebrates again the validation of Osun infrastructure projects by the Engineering associations.

Responding to APC comments on the infraplan validation, the Honourable Commissioner for Information and Public Enlightenment, Kolapo Alimi described APC as “being in severe pain” and “utter confusion” following the commendation heaped on the state Government by the combined team of Council for the Regulation of Engineering in Nigeria(COREN) and the Nigeria Society of Engineers (NSE).

“ The APC has reached the lowest ebb. The opposition which built the openly substandard Olaiya bridge accused Mr Governor of doing same on the multi-billion naira infrastructure projects. The NSE decided to verify the situation."

“ The team were received with due courtesies. On day one, it had a technical and field review of the projects. The second day, the team concluded the technical review and then headed to see the Governor on a courtesy visit.

“ At the Government House, the team narrated its experience, confirming that the projects passed integrity tests based on global best practices. The NSE President then recalled the award earlier given to the Governor by the UK chapter of the NSE. The UK chapter had conducted almost a month of technical review in Nigeria before the UK award.

“The team under the NSE president reaffirmed and validated the review going by its own technical visitation. Additionally, the team expressed happiness that the consultants and engineers working on the projects are members of the NSE, commending the Governor for using NSE members for the various infra projects.

“ The team professionally submitted various review documents to Mr Governor and promised to further partner with the Government for successful completion of the projects within the project timeline”, Oluomo Alimi narrated.

The Commissioner then queried the APC for turning a technical matter into political talks and abuse, calling on the APC to accept its failure and embrace the ongoing successful implementation of the multi-billion naira infra programme.

According to the Commissioner, the technical team has put paid to the fake news being promoted by the opposition, hence its anger and despair over the widely covered validation visit.

“ We urge the APC to leave NSE out of its failed fortunes. The NSE is a professional body that won't embrace APC culture of falsehood and fake news”, the Commissioner concluded.

CHURCH DONATIONS: NETIZENS DEFEND ADELEKE FAMILY, BLAST CRITICS

Overwhelming majority of users of social media variously descended on critics of the Adeleke family over donations of one billion naira to the Centenary Endowment Fund of the Cherubim and Seraphim Church in honour of their late mother, Mrs Esther Adeleke.

The late Esther who was a Senior Mother in Israel at the Church is the mother of the Billionaire Chairman of Pacific Holdings, Dr Adedeji Adeleke; another senior mother in Israel, Yeyeluwa Modupe Adeleke-Sanni;and Governor Ademola Adeleke who was the last born of the family.

The C&S is to celebrate by 2025 the 100 years anniversary of the church founded by the first Baba Aladura, late Moses Orimolade. The Church is launching a Ten Billion naira Centenary endowment fund in commemoration of the landmark event.

The announcement of the one billion naira donation to the Church has been greeted with mixed reactions with members of the opposition attacking the Adeleke family for making such huge donations.

While the family has moved on after the successful hosting of the Thanksgiving service held for Governor Ademola Adeleke, netzens on Twitter, Facebook and Instagram have descended on critics of the Adeleke family , condemning their religious bigotry, poverty consciousness and fake news on sources of the funding.

Billionaire global singer , Davido also waded in, taken to the cleaner one of the critics whom he exposed for his secret favour solicitation and public criticism of the Adeleke family.

Before Davido's salvo which has silenced the notorious attacker, below are some of the social media posts from various SM users in defense of the Adeleke family:

“ You are sick. Dr Deji Adeleke is a multi-billionaire who can afford to donate even more than one billion of his money to a good cause. This is not Osun money. Where will Osun get such a huge amount? “

“ C&S is a big organisation locally and globally. Donations to that church are not frivolous. The Church runs a lot of charity programmes and the 100 years of founding is a historic event with many projects lined up”

“ So the children should abandon their mother's legacy? Is that what Islam teaches us”

“ Me, Deji and his siblings did the right thing. No be their mother's church?”

“ Go and donate money to your church or mosque too. Why try to dictate how somebody should spend his money?

“ Dr Deji is a man never tired of giving. In Osun he has given so much and he is still giving.”

“ In Osun, I can say there is no philanthropist who has done as much as Baba Olowo has done. If you know of any, Mention it”

“ Adeleke University is almost 75 percent free through scholarships. I am a beneficiary. Many poor families are rising out of that scholarship. No private university is that generous in Nigeria.

“ You guys don't know Dr Deji. Go to Babcock university and ask of huge contributions of that man”

“ The Adeleke family gives so much without making noise. Face your lane “

“ Your APC government destroyed Osun and the Adelekes are reviving it. Yet you get mouth to talk”

“Governor is in church dancing. His brother donated 1 billion. Has the Governor not been to Mosques? Has he not beat Bandiri for Muslims? Is he not building a Pilgrims Camp which Muslim Governors could not build1? Let get sense now”

“ You are attacking the Adelekes. Yet a Muslim is SSG. A Muslim is Chief of Staff. A Muslim is a Spokesperson. Please stop this religious card?

“ To me, Adelekes are doing well. If he likes, let the Governor roll on the ground for God. As long as he is go verning well, he remains my man”

‘ Please tell Davido father. Continue your service to humanity. Our dancing Governor continues to deliver. We are enjoying you”

“ We will deal with APC in 2026. Whether they like it or not , Ademola will win the second term. I am a strong Muslim o”

OSUN ASSEMBLY PASSES BILLS TO STRENGTHEN LOCAL GOVERNMENT AUTONOMY

NEWS RELEASE

OSUN ASSEMBLY PASSES BILLS TO STRENGTHEN LOCAL GOVERNMENT AUTONOMY

In a move to bolster local government autonomy, the Osun State House of Assembly on Tuesday, passed two crucial bills into law, the Osun State Independent Electoral Commission (Amendment 1) Bill, 2024 and the Osun State Local Government Areas (Creation & Administration) (Amendment 7) Bill, 2024.

The key objectives of these bills are to align the state's legislation with the recent Supreme Court judgment that upheld the independence of local governments.

The Osun State Independent Electoral Commission Bill seeks to regulate the state's electoral body to conduct elections in the recognised 30 local government areas.

It also empowers the elected local government chairmen to appoint chief administrators into the Local Council Development Areas (LCDAs) and the six area councils within their respective jurisdictions.

Furthermore, the Local Government Creation and Administration Bill provides the elected local government chairmen with the authority to make appointments that will enable them to effectively discharge their duties.

The chief administrators appointed to the LCDAs and area councils will work closely with the chairmen and report back to them.

The passage of these bills is seen as a significant step towards strengthening the autonomy and decision-making capabilities of local governments in Osun State.

The legislation will now be sent to the state's executive governor for assent.

This move aligns with the recent Supreme Court judgment that upheld the constitutional provisions for local government autonomy, granting them more financial and administrative independence from state governments.

Climate Change: Governor Adeleke Advocates Stronger Roles for Subnational Governments

NEWS RELEASE

● Defends Climate Performance Records

OSOGBO - 13/08/2024 - Osunstate.gov.ng

Governor Ademola Adeleke has advocated for a frontline role for subnational governments in the fight against climate change even as he defended the commendable records of his government in that sector.

The State Governor who made the observations yesterday while hosting a delegation of the Green Growth Africa Sustainability Network said state governments in Nigeria are at different levels of reactions and actions on the climate challenge, advising that rating states must start with benchmark analysis of their peculiarities.

The governor, who further posited that states must be fully engaged in the review process beyond desk research, called for direct interactions between reviewers and state desk officers to correctly assess developments in each state.

Expanding on his government activities in the field of climate change, the state governor advocated for renewed focus on the subnational governments in the fight against climate change.

“It is time for all stakeholders to accept the pivotal role of subnational governments in the climate war. The present focus on international and national platforms can not produce the desired results.

“Climate change is local as politics is local. The climate crisis is manifesting directly on the ground across the grassroots of the global world. Actions to remedy the situation should be redirected to the local level. That is the only way to halt the growing climate rupture”, the governor told the visiting group

Speaking further, Governor Adeleke flaunted his records, asserting that “our government is a green government that is pursuing a robust climate change agenda.

“We have a world-class consultant who is developing several policies and action plans. We have made strong headway in terms of policy framework as well as the development of investment portfolios for climate projects.

“I am also happy to inform you that Osun.is developing a carbon finance template to ensure Osun benefits from the new world of carbon credit. A lot of work has gone into this effort.

“To demonstrate strong political commitment and in line with requests of several international bodies, I have assumed the chairmanship of the Osun State Climate Change Action Council.

“The Council serves as a policy and clearing board for all climate related matters as far as Osun state is concerned. The council will soon be inaugurated”, Mr Governor posited.

Also speaking at the event, state consultant on Climate Change and Renewable Energy, Prof Chinwe Obuaku rejected the recent rating of Osun on climate change, positing that publishing the outcome without engaging the state is a wrong methodology.

The carbon finance expert wondered how review can be conducted without calling for submissions and direct involvement of those being rated in the review process.

She emphasized that most of the headings for the review did not take into account the reality that most states are starting on different grounds on the climate war.

“The administration of Governor Ademola Adeleke largely launched the Osun climate change agenda starting with creation of the department of climate change, ongoing development of the state climate policy plan, development of carbon investment templates and portfolios among others. How do you rate us without knowing or asking what we are doing”, the climate expert queried.

Speaking earlier, the Executive Secretary of Green Growth Africa Sustainability Network, Dr Adedoyin Adeleke, applauded the deep interest of the governor in the climate struggle.

According to him, his group has watched the activities of the state government in the field of climate adaptation and resilience, assuring that his group is prepared for long-term partnership with the Osun State government.

“We are here to commend the state government for its plans and programs in the field of climate change. We seek partnership and collaboration with the state for the implementation of innovative climate projects”, Dr Adedoyin posited.

LG POLLS: HOW PDP OVERCOME CANDIDATES’ CONTROVERSIES By Mason Crux

LG POLLS: HOW PDP OVERCOME CANDIDATES’ CONTROVERSIES

By Mason Crux

Politics is a game of competition and negotiation between and among contending forces and interests. As power is the ultimate target, politics is about horse trading with actors pulling high and low strings to achieve ambitions. Such strings can be in the form of comedic drama as in the deeply sophisticated shows by Ero Arike or mobilization for mob action to compel outcome. As we all recently witnessed in the United States of America, even a President can be forced to drop out of a race. So recent happenings in Osun PDP is not new; what is interesting is how the party overcame the tumultuous upheaval over local government election primaries.

In the beginning of the exercise, crises were spotted in 40 percent of the 30 local governments and area offices. Another 20 percent was a low level agitation and disquiet. 40 percent were largely peaceful and successfully consensus based. The negative 40 percent was so loud that it gave the impression of a party about to be consumed by rabid tsunamis.

Party leaders who have been in this game since the SDP days however regarded it as a storm in a teacup. Rather than panicking, they entered into conflict management mode, engaging conflicting parties and calling for representation of grievances by the aggrieved. Party chairman, Sunday Bisi proved to be a tested war horse by interfacing with disputing parties, leading to fast tracked resolution across the local governments.

The peace moves were based on a win-win template which enables all parties to win one thing or the other even if that is not their original goal. As at last night, over 95 percent of the local governments are at peace. The remaining five percent covering about two local governments are being ironed out.

While the protest lasted, the State Governor’s directive to the party leadership was simply the need to enforce justice, equity and fairness in line with local political considerations. The party leadership stuck to this admonition which was accompanied with a stern deadline for resolution. Mr Governor was therefore unscathed in all the imbroglio as all disputing parties are his men and women from Ero Arike to the mobilizers of mob actors.

Unknown to detractors, Mr Governor with his able Chief of Staff, Hon Kazeem Akinleye was pulling the strings to get all warring hands to the table. Many backend consultations under three days brought down candidacy battles.

A party chief described the last few days as "an era of in-depth management of polarity and success”, exhaling “We successfully engaged our people.

“All aggrieved people agreed that our Governor and the Adeleke dynasty are our winning formulae. So while there was political anger, there is an acceptance of the bigger goal- the sustenance of the Imole project beyond 2026.

“Those aggrieved also knew they will not go empty handed. There are give and take scenarios, a win -win plan and agenda, covering all stakeholders. Our members also know we have one of the most popular Governors in the history of Osun state, Ademola Adeleke. So there are common grounds which help to facilitate peace making”, the party chief noted.

As the political space enjoys the drama from Ero Arike, it is instructive to note that the incident of the last few days underscore the strong strength of the PDP in Osun. The intensity of protest was a function of the electoral potentials of the party.. Stakeholders are not in doubt as to the reality that PDP remains the only winning party for electoral ambitions.

Now that PDP has overcome its candidacy controversies, the searchlight is now on the main opposition party , the All Progressive Congress(APC). Pundits predict an uncontainable battle of entrenched factions. The signs are already emerging.

Certain key lessons and takeaways are noteworthy here. The key one is the need to sustain consultations and consensus building across the processes of the local elections. The next one is to institutionalize a win-win template in the party primary process. As the goal is public service, most agitators need to submit to party supremacy for the overall group interest.

The last point is the unique style of Mr Governor while the crisis lasts. The backend approach which allows the party leadership to handle and manage the eruptions preserves the place of Mr Governor as the father of all irrespective of differences in electoral ambitions. That line deepened the confidence of party members in the state leader of the party, Senator Ademola Adeleke.

Erelu's Coronation: Governor Adeleke Congratulates Wife on Conferment of Chieftaincy Title, Speaks on Agric Processing, Unity Among Obas

NEWS RELEASE
● I will Recommit to People's Welfare - Erelu Adeleke
OSOGBO - 10/08/2024 - Osunstate.gov.ng
Governor Ademola Adeleke has called on traditional rulers to deepen unity among their ranks even as he spoke on his plans for the agricultural sector.
The Governor represented by the Commissioner for Agriculture, Hon Tola Faseru, made the call at the coronation of the wife of the Governor, Her Excellency, Erelu Ngozi Abeni Adeleke as the Erelu Soludero of Erinmo Ijesa.
The paramount ruler of Erinmoland, His Royal Majesty, Oba (Dr) Odunayo Michael Ajayi JP, Arowotawaya II, had this Saturday conferred the prestigious title on Mrs Adeleke who is already the Erelu Soludero of Oke Ila in Ifedayo Local Government.
Governor Adeleke expressed heartfelt appreciation to his Royal Highness for conferring this prestigious title on his wife, Erelu Ngozi Adeleke, adding that "This is an open demonstration of affection and love for my family and the entire Adeleke dynasty.
"I must congratulate my dear wife for this honour conferred on her and the family. This chieftaincy title symbolises the sustained efforts of our government and the Adeleke family to bring succor to the people of the state. I thank Kabiyesi for honouring my wife. This will propel us to do more for the people of Erinmoijesa and Osun state as a whole", the Governor posited.
While congratulating the royal father on his 10th coronation anniversary, the State used the opportunity to affirm the importance of royal institutions, submitting that "the contributions of our royal institutions to communal and state development cannot be brushed aside.
"In the turbulent art of governance, our royal fathers provide invaluable counsellings and moral support which steadied the ship of state and facilitated good governance.
"Our government will continue to accord traditional rulers their rightful place in the scheme of things. We will continue to consult and tap into the fountain of wisdom for which our fathers are made of.
"In this collaborative effort for the good of the people, our government will not abandon its responsibility to deliver dividends of democracy and to lift our people out of poverty and under-development.
"I must however plead with our royal fathers to revive and deepen the old spirit of unity across the traditional councils. We must avoid actions and inactions that breed disunity and fragmentation.
"A united traditional council across the local government will strengthen the capacity of our royal fathers to influence government policies. The increasing sign of fragmentation is worrisome and constitutes a threat to the sanctity of our traditional institutions", Mr Governor advised.
On state governance , Governor Adeleke told the gathering that his government is implementing several initiatives in the agriculture sector.
According to the Governor, "We are specifically pursuing expansion of activities within such sub-sectors as cocoa, cashew and rice value chains. We will support provisions of facilities for paddy rice processing as well as further incentives for farmers in that sector.
"We are extending similar back up to farmers for other cash crops as a deliberate strategy to expand the state economy and deepen the state Gross Domestic Product (GDP).
"In the next few days, our government will be unveiling and distributing several farm equipment and inputs including tractors, fertilizers and seedlings. This is a golden era for our farmers. We are determined to raise Osun into an agro-industrial state with excellent infrastructure for economic sustainability", Governor Adeleke narrated.
I will Recommit to People's Welfare - Erelu Adeleke
Responding to the coronation, Erelu Ngozi expressed appreciation to the royal father and entire people of Erinmo Ijesha, pledging to redouble her efforts towards development of the town and realization of the aspirations of the young and the old in the state.
"I will push ahead with a vision of an Osun State where every citizen is empowered, embraced and equipped to reach their full potential. I envision a future where compassion, integrity and innovation drive our efforts to create inclusive opportunities for all.
"Together, we will champion education, healthcare and sustainable development, ensuring that no one is left behind. With unity and determination, I will build a legacy of resilience, prosperity and hope for generations to come", the new Erelu told the gathering.
Erelu Ngozi Abeni Adeleke founded the Esther Adeleke Humanitarian Foundation, an NGO dedicated to providing healthcare services, food aid and education to those in need.
She is affectionately known as “Mummy Triplets” for her unwavering commitment to supporting families blessed with twins and triplets in Osun state. Through her foundation, she is providing care, support and financial assistance to four sets of triplets and three sets of twins and still counting.
The Erelu has earned many honours and awards in recognition of her immeasurable contributions to the well being of children, women and less privileged members of the society.
The event was attended by the Ooni of Ife, Oba Enitan Ogunwusi, the Chief of Staff to the Governor, Hon Kazeem Akinkeye and his wife, Dr. (Mrs) Balikis Akinleye, wife of the deputy governor, Deaconess Olusola Adewusi, wives of the Osun State House of Assembly members, wives of the Commissioners, wives of the former Local Government caretakers Chairmen and other dignitaries from home and abroad.

Responding to reports from some local governments over the primary process, the party chief called on those with grievances to be assured that all genuine complaints will be looked into, urging members to cultivate the habit of exploring internal mechanisms for the ventilation of their grievances.

The Party chief who linked the hot contest for the party tickets to its huge popularity among the people assured those with questions to put their complaints in writing and submit to the state leadership.

According to Hon Bisi, the party leadership will not support injustice in whatever form, hence the initial release of timetable for the primary process which include appeal even after a winner has emerged at the primary.

“ The PDP is a very popular platform in Osun State, hence many want to fly the flag of the party at the local elections. We are the winning party because our Governor is delivering well to the people. We are not surprised our primary process has drawn so much attention and controversy.

“We are aware of complaints in some local governments. We will surely resolve them amicably. So the door of the state leadership is open. We will get a stronger PDP at the end of it all.

“ Now that we have complained one way or the other, it is time to meet the state leadership for resolution. The PDP remains a strong electoral platform. We are a family and we must adopt a conflict resolution mechanism”, Hon Bisi affirmed.

ADELEKE VERSUS OYETOLA: TALE OF TWO PROTESTS

By Mason Crux

Leaders are judged not just by their looks and schools attended. Practical governance case studies are the laboratories for governorship assessment. The #EndSarsProtest and the #EndBadGovernance protests are two strong case studies that should interest students of public administration, especially from comparative perspectives.

In the two instances, two governors ruled, one, Mr Gboyega Oyetola, defeated at popular election, and the other, Senator Ademola Adeleke, an incumbent boss of the state of the living spring. Analysts have been slow at embarking on this route of comparison, but it is a worthy venture to reward innovative leadership and rebuke mediocrity at the helm of powers. We must acknowledge that leadership competency deserves an open test without political bias.

It is incontestable to affirm from the beginning that Governor Adeleke, without apology to anybody, scored over 90 percent in his demonstration of statesmanship in the management of the ongoing national protest. His predecessor, Minister Oyetola, was a total failure in the handling of the #EndSars protest, rated below 30 percent by even members of his own party. This categorical assertion I will justify in the following paragraphs.

The first test of a leader is the capacity to foresee governance conflict before occurrence. On this count, Asiwaju Adeleke soundly beats Minister Oyetola. As early as February this year, Governor Adeleke was the first Nigerian governor to set up a state food security committee. This can be verified in the minutes of the National Economic Council.

In other words, he foresaw the hunger crisis and assembled a team of experts. That report with an action plan was under implementation even before the current protest erupted.

On the contrary, and as confirmed by mere desk research, Mr Oyetola was deaf and dumb on the #EndSars crisis. The state under him has no pre-conflict plan nor any crisis resolution agenda. The state was caught napping, and the Governor himself was on an occasion held hostage in his office, while for several days, the capital was on violent lockdown. It was a total leadership failure.

For Governor Adeleke, he devised a crisis management plan that targeted the peaceful value chain in the protest project. With a team of conflict resolution experts working day and night with security commanders, the entire state was mapped out with a focus on maintaining peace while at the same time not trampling on the rights of the citizens. His target was not to buy up any protesters but to secure a stakeholders’ consensus on a template for the protest that would not undermine the stability and security of the state.

Hence, the governor initiated a pre-protest dialogue with protest organizers who were indeed shocked by the olive branches. The meeting, which had almost four hundred participants in attendance, allowed for cross fertilization of ideas and an understanding by parties on the minimum conditions for mutually acceptable exercise of protest rights. The organizers attested to the sincere purpose of the state government, and they had no hesitation to launch to the field within the framework of the dialogue.

Under Oyetola, the scenario was handled differently. As the governor had no pre-crisis plan, the state entered the #EndSars protest with a high dosage of hostility. The state government, having displayed unacceptable insensitivity, had no partners for peace making. The state lost several billions of naira and state governance was disrupted. The ruling party itself became part of the crisis and on an occasion, rival ruling party factions exchanged gunfire, adding petrol to the already burning endsars protest.

Unlike the failure of leadership under his predecessor, Governor Adeleke manifested deft craftsmanship by successfully managing clandestine plots by opposition operatives to self inflict arson as a way of heightened tension in the state. The government supported by security agencies was every inch of the way ahead of the evil dark forces. All anti-people plots failed. The openness demonstrated by the state leadership was one of the best examples of crisis management in Nigerian history.

Again, Mr Oyetola failed woefully to the extent that residents had to storm and loot essential foodstuffs being hoarded by the state government. The looting of the warehouses marked the height of leadership failure under the former Government. That Oyetola and his team could hoard much needed food items infuriated so many protesters, thereby raising the tempo of demonstrations for weeks afterward. Leadership insincerity and duplicity were exposed by angry mobs of disenchanted citizens.

Of equal importance for students of comparative studies is the Current Conflict Management (CCC) template adopted by Governor Adeleke. There was a step by step monitoring mechanism implemented by stakeholders to enforce peace while respecting constitutional rights. For Mr Oyetola, he lost control before the conflict even started. Throughout the #EndSarsProtest, the state was on autopilot with the governor lacking any curtailment idea.

Something unique must be pointed out. Of all the 36 states, Osun presented the best model in conflict management ahead of Lagos and others. Osun is the first state where organizers voluntarily announced the end of the nationwide protest. This is a golden record that will hunt Mr Oyetola and his party in the 2026 election.

Worse still, Oyetola party men were caught by security intelligence trying to fuel the crisis. Despite the best pressure from the opposition caucus, the organizers voluntarily called off the strike. APC in Osun came out of the conflict deeply damaged and reputationally injured with the presidency.

Applying whatever yearstick, the development strikes a positive chord right up to the presidency. There is an unspoken acknowledgment of Governor Adeleke’s proven leadership acumen. The general review is that the Osun Governor is truly competent, efficient, and closely affiliated with the citizenry.

The preceding presents an opportunity to remember that Mr Adeleke had floored Mr Oyetola not just on the electoral field but in day to day governance of the state. More comparative articles will soon be published, such as contrasting reviews of pension matters by the two administrations, among others.

For now, on the tale of two protests, it is safe to submit that the incumbent is a better manager of state conflict than his predecessor. There is a superiority of conflict management and forecast as well as a demonstration of sincerity, transparency, and firmness in stakeholders' engagement.
