Governor Adeleke Creates Commission of Inquiry on Pre-Election Violence, Signs Executive Order

Osun State Governor, Senator Ademola Adeleke, has signed an Executive Order establishing a Commission of Inquiry into incidents of violence and other unlawful activities reported across the state in the period leading to the August 15, 2026 Governorship Election.

The Commission is expected to examine the circumstances surrounding reported cases of killings, assaults, intimidation, threats, arson, destruction of property, electoral disruption and the unlawful possession or use of weapons before the election.

The Governor's action follows reports, petitions and complaints alleging incidents that reportedly caused deaths and injuries, displaced residents, damaged properties and generated fear among voters and concern among political stakeholders, civil society organisations and the wider public.

The Commission will be chaired by retired Honourable Justice Abdulkareem while the Secretary is Mr Biodun Badiora. Other members include representative of the Ministry of Justice, Mr  Moses Faremi; representative of the Nigerian Bar Association: Maruf Adediran Esq who is the Osogbo NBA Chairman.

Others include representative of Civil Society Organisations, Comrade (Dr) Waheed Lawal; security expert, AIG (Dr)) Aderanti C Kayode (Rtd); media representative, Dr Adeyemi Aboderin of the Osun state chapter of the Nigerian Union of Journalists (NUJ); a medical/forensic representative: Azeez Morufu Olakunle; a retired military personnel, Abodunrin Mathew Adeyinka while the media officer to the commission is Mr Abdulraheem Adekilekun.

Among the commission's key responsibilities is the task of tracing the causes and circumstances of the violence and establishing the involvement, if any, of political actors, security personnel, public officers, organisations and other individuals or groups.

It will also establish the identities of persons affected, document damage to public and private property, and examine the conduct of political parties, candidates, campaign organisations, supporters, security agencies and other stakeholders during the period under review.

Where culpability is established, the Commission may recommend appropriate criminal, civil, administrative or disciplinary action. It may also propose compensation, medical assistance, rehabilitation and other forms of support for victims and families of deceased persons.

The Commission is empowered to invite witnesses, obtain relevant official records and other materials, inspect locations connected to the incidents and conduct public proceedings where appropriate. 

It may equally recommend urgent measures where necessary to preserve evidence, protect lives and prevent further violence.

The Executive Order invites victims, affected residents, political parties, candidates, security agencies, traditional institutions, community leaders, journalists, civil society organisations and members of the public with relevant information to make submissions to the Commission.

The Commission is required to submit its report within 90 days of its first sitting, subject to any extension approved by the Governor. Its findings are expected to guide recommendations on sanctions, compensation and measures aimed at preventing a recurrence of electoral violence in Osun State.

The Government of Osun State said the initiative is part of its commitment to protecting lives and property, strengthening democratic values, upholding the rule of law and ensuring that incidents capable of threatening peace and public confidence in the electoral process receive proper scrutiny.

The Executive Order establishing the Commission takes effect on September 1, 2026.

Osun State Governor, Senator Ademola Jackson Nurudeen Adeleke, has issued an Executive Order establishing a Coroner Inquest/Panel of Inquiry into the killings, shootings, injuries and violence reported at Naira and Kobo Junction, Motor Park/Garage Area, Ikire, Irewole Local Government Area, on August 24, 2026.

The Executive Order, which took effect on August 31st, 2026, empowers the panel to investigate the circumstances surrounding the incident, determine the identities and number of victims, establish the immediate and remote causes of the violence, and examine whether criminal responsibility is connected to the deaths.

Magistrate Ayokunle Shiyanbola has been appointed Chairman of the Coroner Inquest/Panel, with Mr. Abiodun Badiora as Secretary. Other members include AIG (Dr)) Aderanti C Kayode,mni (Rtd), Mr. Dele Akintayo, a representative of the Nigerian Bar Association, Comrade Wale Balogun representing Civil Society Organisations, a community representative from Ikire, and Dr Babatunde Afolabi as Medical/Forensic Representative.

The panel is mandated to determine the circumstances leading to the shootings and killings, examine the role of security operatives, establish whether live ammunition or other weapons were used and whether their use complied with the law, rules of engagement and human rights standards.

It is also empowered to identify any individual, group, security personnel, political actor, transport union member, public official or other person whose action or omission may have contributed to the incident. 

The panel may recommend prosecution, disciplinary measures, compensation for victims and institutional reforms to prevent recurrence.

The inquiry will have powers to summon witnesses, demand relevant police and medical records, inspect the scene of the incident and other relevant locations, receive oral and documentary evidence, and recommend protective measures for witnesses and persons at risk of intimidation or retaliation.

Governor Adeleke also directed the preservation of firearms, ammunition records, station diaries, communication logs, incident reports, duty rosters, medical records, autopsy reports, photographs, videos and other materials relevant to the inquiry.

The Executive Order further calls for appropriate measures to protect witnesses and victims' families, obtain medical and forensic documentation, and maintain peace in Ikire pending the conclusion of the inquiry. 

The Inspector-General of Police, Police Service Commission and Osun State Commissioner of Police are formally requested to take appropriate interim administrative steps concerning any police officer whose continued operational command may prejudice the inquiry or affect public confidence.

The panel is expected to commence sitting within seven days of its inauguration and submit its final report to the Osun State Government within 30 days from the date of its first sitting, subject to any necessary extension approved by the Governor.

The government has invited victims' families, eyewitnesses, journalists, transport workers, police officers, medical personnel, civil society organisations, political parties, community leaders, human rights activists and other concerned persons to submit memoranda and evidence to the panel.

The Governor assured the people of Ikire, families of the deceased, the injured and the general public that the incident would be investigated thoroughly, fairly and transparently.

The Executive Order states that no person found culpable shall be shielded from justice, irrespective of status, office, political connection or institutional affiliation, while stressing that all allegations remain allegations until established by credible evidence before the Coroner Inquest/Panel.

Governor Ademola Adeleke yesterday used the occasion of the 35th anniversary celebration of Osun state to discuss state reconciliation with former Governor, Chief Bisi Akande in his continued drive for post- election peace.

  The governor who has initiated several steps to heal the wounds of the governorship election spoke at length to the former national chairman of the APC and an ex- governor of the state, Chief Bisi Akande, urging restoration of elite interaction and consensus in the aftermath of the last polls.  

The governor briefed the former governor on his reconciliation and peace moves and the need for all leaders to support a post-election peace agenda and the unification of the people badly divided due to pre-election violence among others.  

The governor also spoke with former Governors Olagunsoye Oyinlola and Rauf Aregbesola and narrated his desire to reconcile all political groups even as he congratulated the former leaders on the 35th anniversary of the creation of Osun state.

In the same vein, the governor also called former governor Gboyega Oyetola and the governorship candidate of the APC, Mr Bola Oyebamiji on phone even though there has been no response as at the time of this report.

The governor spoke on his reaching out to several leaders in the state:

“We are celebrating the 35th anniversary of the creation of our dear state. So, it is customary that I felicitate with leaders from various groups. I commended them for their contributions to state developments.  

“Then, my central message is to preach and act for peace and reconciliation. I repeated my earlier statement that there is no victor, no vanquished. Election has come and gone and it is time for us to return to governance and healing of electoral wounds.

  “I am conscious of the request of President Bola Ahmed Tinubu that I should champion peace building and state reconciliation. That is my preoccupation as reflected in my state address and that is my appeal to my predecessors and even my fellow contestants in the last guber election.  

“We must unite our people and prepare an enabling environment for them to enjoy the dividends of democracy and continuous delivery of good governance. I will not stop in my peace drive to sustain development. This is a sacred task I am passionately committed to”, the governor noted the calls.

Governor Ademola Adeleke and the Osun state police command today held a new partnership meeting with the governor listing five requests for the police command to fulfil as a path to restoring peace and normalcy to Osun political space.

The newly posted police commissioner, Ibrahim.D. Zungura in company of top officials of the state police command paid the governor a courtesy visit on his assumption of office, promising to restore faith in police among Osun people and serve Osun people for impartial law and order.

“I promise to work with the state government for peace and stability of the state. I will be fair to all and I will prove my commitment in the next few weeks. Osun is a peaceful state and we will work to address all outstanding issues”, the CP Zungura declared.

The state governor in his response recalled that our state has passed through turbulent times, noting that “post-election peace is yet to be fully restored. A police operation today claimed two lives at Ikire. Your DPO for Ikire was fingered.

“Based on all details of the attacks, I request immediate commencement of disciplinary action against the DPO. He has become a threat to the people he was posted to protect.

“Our government is pushing to establish post- election peace and reconciliation initiatives. I have extended an olive branch to all stakeholders. You are posted to Osun at a very auspicious time. The police - civilian relationship is at the lowest ebb. The trust level is very disturbing.

“I therefore have specific requests as part of our efforts to consolidate peace and state reconciliation:

“Let us rebuild public trust in the police. You must make deliberate efforts to remove many areas of current police conduct that paints it as partisan and anti-people;

“Let's strengthen the closer working relationship between the state government and the state police command. The government under my watch seeks no favour other than fair policing. Your partnership with our government for rule of law is solicited.

“Reorganise internal workings and operations of the state police command. I know you will be worried that Osun people see certain police units as the home base of APC thugs. There is a need to dissolve many police operational units because they have been compromised.

“Let us strengthen state security by full police participation at the State Security Council meetings. The last time your predecessor attended a state security council meeting was in 2024.

“I also call for the release of several Accord members arrested and indeterminate as political detainees. Further arrests of our members should also stop”, the governor said, promising that “Our government is ready to support police operations without any string attached. What we seek is fair policing”, the governor noted
